Tender description

IAA Government policy is to separate the Air Navigation Service Provider (ANSP) from the Safety Regulation Division (SRD) of the current Irish Aviation Authority (IAA). The Commission for Aviation Regulation (CAR) will be integrated with SRD to create a reconstituted IAA. This is a legislative process which will be before the houses of the Oireachtas in the first half of 2021. The result is two entities, one commercial semi-state provider of air navigation and related services and the second the aviation regulator covering safety, security and economic regulation. Both entities will require on opening balance sheet which provides them with financial sustainability. A methodology for establishing the required opening balance has been agreed. The IAA is now seeking advice from a suitably qualified consultant on the financial and liquidity ratios to this methodology.
