Summary of the work To engage external support to help a multiagency major IT programme in Dorset, the Strategic Patient Administration Service (SPAS) to create the Outline Business Case that can bring objectivity, experience and resource to support the replacement of current PAS functionality across multiple Acute Trusts in an Integrated Care System. Specialist role Business analyst Latest start date Monday 3 May 2021 Who Speclialist Work With The One Dorset PAS/Scheduling Programme Board that will oversee this work will be led by a Clinical Chief Information Officer of 1 of the 2 acute trusts. What Specialists Work On Expert support to develop the Outline Business Case for the Strategic Patient Administration Service (SPAS) for Dorset. The primary objective of the OBC is to review the options for the ICS as a whole resulting from the opportunity presented by the 2 Acute Trusts needing to replace PAS functionality, where current systems are no longer fit for purpose in supporting new ways of delivering patient care as an Integrated Care System. Skills & Experience • A Minimum of 5 years in NHS Informatics Strategy Consultancy • Evidence of producing an Outline Business Case (compliant with Treasury rules) for other NHS organisations within the last 5 years • Current knowledge of healthcare Informatics trends and options • Current knowledge of NHSx Strategy and Policy, and NHSD implementation • Current knowledge of Patient Administration and Scheduling market place and technical solutions and in particular extending solutions beyond traditional approaches Work Location Organisations within scope: 1. University Hospitals Dorset NHS Foundation Trust (lead organisation) 2. Dorset HealthCare University Foundation Trust 3. Dorset County Hospital NHS Foundation Trust 4. NHS Dorset CCG (on behalf of Primary Care) 5. Dorset Council 6. Bournemouth, Christchurch and Poole Council Primary site will be Bournemouth but may include Poole, Christchurch, Dorchester all in Dorset. Working Arrangments The successful consultancy firm will use (and have experience of) a variety of methods for stakeholder engagement/mobilisation: • Workshops (online) • Stakeholder interviews • Group discussions • Questionnaires • Social Media It is desirable that fresh and innovative approaches are used to engage stakeholders who may be fatigued by the more traditional opinion gathering by using (inter alia) modern digital tools. No. of Specialists to Evaluate 5 Cultural Fit Criteria Provide evidence of their experience in supporting "whole systems working" across health and social care and understanding the contribution that Informatics can make this agenda. We are looking to contract with a company, if we do contract with an individual then we would expect IR35 to apply. 2. What is the budget for this role? Upto £200k. 3. Length of contract? 6-9 months 4. “Evaluation weighting – Technical competence 25%; Cultural fit 5%; Price70%”. Should suppliers infer the buyer to believe that cost is quite so much more important than competence and engagement? This is the standard price evaluation weighting applied by UHD to procurements. 5. Is there any current incumbent ? No 6. This requirement is for 5 specialists, is the allocated budget of 200k for all 5? We have understand that requirements as to how many specialists/suppliers we would like to evaluate as a minimum for the Contract Award. The £200k budget is for the delivery of the whole project regardless of the numbers of resources. 7. You have stated that you are looking to engage with a company. Will you therefore be withdrawing this “specialist” role and readvertsing it as a Digital Outcome? The Digital Marketplace for "Finding a specialist" states that "You need to write ‘requirements’ to describe the work and tell suppliers to provide a specialist." whilst the Digital Outcome seems more set up for a Team approach and it is out belief we may only need an individual to deliver this requirements and the Digital Marketplace allows this to be provided via a supplier. 8. As a consultancy we usually offer to write OBCs on a fixed price basis, rather than a day rate for an individual. How do we complete the application? I have not completed the application for a supplier view but we would want any participant to provide the pricing model which they believe will represent the best value for the services to be provided to meet the requirements. 9. Does the maximum budget of £200K include or exclude VAT? Thank you. Budget figure excludes VAT. 10. Following on from the question about fixed price and completing the initial submission. The only price figure we can input through the portal is a single day rate. Can you confirm this will not be part of the initial selection and we will get a chance to expand on our pricing model if we are successful in getting through to the presentation stage? If that is the case then I think we will need to understand the pricing models from all the suppliers who submit a response before evaluation takes place, so we may have to reach out to suppliers after the submission deadline for further clarification on pricing. 11. The ‘Essential skills and experience’ is very specific about NHS Consultancy and process. Does this mean that potential bidders with non-NHS exposure are not allowed to bid ?Would this not support a narrowed list of incumbent NHS suppliers ? No supplier is excluded from submitting a response and any supplier response will be evaluated against the published requirements, which have been drawn up to meet the business need.
