Summary of the work PM to manage delivery of a move to pre-emptive Event Management, involving procurement of event management tooling licences and support, securing MOD supplier event management data, and overseeing a phased roll-out. The project forms part of the SDO Reset Programme and will provide capability enhancement benefits to the OSM Programme. Specialist role Delivery manager Expected Contract Length 11 Months (only first three months funded), option to extend for a further 12 months. Latest start date Saturday 1 May 2021 Maximum Day Rate £700 per day Ex VAT. No T&S expected on this contract. Who Speclialist Work With Civilian, Military and contractors within the Operational Service Management (OSM) Programme and SDO Reset Programme (which is providing the funding). Also, other stakeholders across Defence, including Service Management Integrated Technical Solutions (SMITS) Team which provides data collection and exploitation for the MOD Global Operations and Security Control Centre (GOSCC). The specialist will also work with supplier Commercial Contract Managers plus suppliers, including the provider of the Event Management software. Specifically, the specialist will work as part of a workstream within the OSM Tooling Project, part of the wider OSM Programme. What Specialists Work On The Project Manager will manage the outputs and deliverables of a small team of contractors charged with delivering the move to adopt a pre-emptive posture in IT incident prevention, faster resolution and a significant uplift in Defence Digital’s ability to 'discover' events taking place on MOD IT infrastructure. The specialist will oversee all aspects of project delivery, including: development of Product/Work Breakdown Structures; RADIO artefacts; establish schedule; Business Case governance and approvals; draft and implement Request For Changes for Core Service Suppliers to secure Event Management Data; develop an Integrated Test, Evaluation and Assessment Plan. Skills & Experience • Demonstrate, with evidence, your specialist’s experience of successfully delivering projects to the APM BOK 7 methodology. • Demonstrate, with evidence, your specialist’s experience of defining and refining clear, concise Market Facing requirements. • Demonstrate, with evidence, your specialist’s experience of effective Stakeholder Management to ensure a common understanding of aim, objective and progress of projects. • Demonstrate, with evidence, your specialist’s experience of drafting Business Cases and Review / Information Notes, developing supporting evidence and managing cases through the approvals process. • Demonstrate, with evidence, your specialist’s experience of effective Risk management, integration of risks with project schedules and financial Forecast of Outturn to ensure a coherent risk picture • Demonstrate, with evidence, your specialist’s experience of developing and managing a detailed MS Project schedule from defined WBS, PBS and OBS structures. • Demonstrate, with evidence, your specialist’s experience of managing a Cost Model, specifically ensuring a coherent picture of risk and delivery profile with the separate risk register and schedule. • Demonstrate, with evidence, your specialist’s experience of reporting project performance to senior audiences. Nice to Haves • Demonstrate, with evidence, your specialist’s experience of the successful Project Management of UK MOD projects or UK Government projects. • Demonstrate, with evidence, your specialist’s experience of managing projects involving ITIL processes, including Event Management. • Demonstrate, with evidence, your specialist’s experience of integration test, evaluation and assessment planning • Demonstrate, with evidence, your specialist’s experience of using the UK MOD ‘JAMES’ Cost Model • Demonstrate, with evidence, your specialist’s experience of writing MOD policy-compliant Business Cases and Review Notes plus managing Business Cases through the MOD approvals processes. Work Location Defence Digital, Building 405, Spur E1 Westwells Road, MOD Corsham, SN13 9NR Working Arrangments The team will be based at MoD Corsham but, due to COVID, most activity will be carried out remotely and the specialist will be expected to work remotely. There will be occasions when the specialist will need to visit Corsham, for collection/return of passes, laptops, etc. and for occasional face-to-face meetings/workshops. Security Clearance SC (as a minimum) must be in place prior to the contract starting due to the projects the specialist is required to work with. Clearances must remain valid for the duration of the contract. What is the IR35 status of this role? IR35 rules will apply 2. What does the contract duration of “11 months (only first three months currently funded)” mean? The contract will be placed for an initial period of three months, pending Financial approval which allows for extension to the full 11 month intended duration, The contract will contain options covering a second year, 3. Assessment Method is “interview” – will this be face to face or electronic? Due to Covid restrictions we will not be conducting face to face interviews. Interviews will be via telephone. 4. Is there a current incumbent? No, this is a new requirement. 5. I note you state that “the IR35 rules will apply”. Can you clarify if you have already carried out an IR35 assessment yet and, if so, perhaps you can advise whether the role will be Inside or Outside IR35? This role is Inside IR35. 6. Will the contract be Fixed Price or Time & Materials ? This contract will be on T&M (day rates) 7. Is there a current incumbent or preferred supplier for this project? There is no incumbent and no preferred supplier, this opportunity is open to all and will be based on technical merit and price.
