The DfT procured the contract we have with Kainos through a competitive exercise using the Digital Outcomes and Specialists Framework available through the Government’s Crown Commercial Service. https://www.crowncommercial.gov.uk/agreements/RM1043.6 Our contract with them is in place until end March 2022. We will run a further competitive procurement exercise beyond that for a contractor from April 2022. The DfT has let the contract with Kainos, and manages it, on behalf of street manager users. User access to Street Manager is arranged through an onboarding process, which LCC has already completed including signing the Terms and Conditions which specify payment of invoices within 30 days. It is a legal requirement for highway authorities and utility companies to use Street Manager and to pay the charges. There is no need for LCC to separately agree or sign up to a contract with Kainos. The contract we have with Kainos includes them collecting charges on behalf of the DfT. Charges are regularly swept over to the DfT. The October invoice is now 5 months’ overdue. We have said that we will suspend access to Street Manager early next month for any organisations who have not paid the October invoice for charges between July and September last year.
