Tender description

This notice is to advise on an extension of the global evaluation framework agreement, until 31 August 2022, and with a potential increase of GBP 50 million, to facilitate service continuity and allow for redesign of a replacement framework in line with renewed UK Ministerial Priorities. The purpose of evaluation in FCDO is to contribute to improving the impact and value for money of ODA, whilst supporting the effective delivery of development strategic objectives. In support of this purpose FCDO (formerly DFID) had established a Global Evaluation Framework Agreement (GEFA) to ensure the provision of efficient and effective expert services for the design and conduct of evaluations. This extension to GEFA will allow for a redesign of the framework that will take into account ministerial strategic goals and priorities. The Global Evaluation Framework Agreement (GEFA) which was originally awarded in 2016 ensures the provision of efficient and effective expert services for the design and implementation of evaluations of ODA delivered by DFID and Other Government Department (OGDs). Lot 1 Impact is used to undertake the detailed design and/or implementation of Impact Evaluation – Globally. Impact Evaluation builds knowledge on what works in development by establishing causal attribution in relation to an intervention and its effects. The effects can be positive and negative, primary and secondary, direct or indirect, intended or unintended. Impact evaluation asks specific questions about interventions. The framework was awarded in September 2016 – August 2018, and has utilised the for two (2) periods of one year extension periods. Lot 1 has global coverage (including the UK) and evaluations will be undertaken in a wide range of different geographic locations and contexts, primarily where FCDO operates, including fragile and conflict affected states (FCAS). The framework agreement covers requirements for monitoring and evaluation in a range of themes, including but not limited to: — human development (e.g. education, health, water supply, social protection and sanitation); — humanitarian assistance; — economic development (e.g. infrastructure, social services, production); — governance and security (e.g. public sector reform, anti-corruption); — climate change. The framework agreement will continue to be used during this one year extension period in response to evaluation requests from across FCDO’s portfolio, on project, programmes or policy, and is available to other government departments spending Overseas Development Aid.
