Tender description
To provide options as to the structure and content of a bilingual, sustainable and accessible Employer Liaison Service (ELS) and how it can be taken forward includ-ing funding models. Why the work is needed: The lessons learnt from extending the register to domiciliary care workers showed that robust and continued engagement is fundamental to the services and the support that we can offer to employers and registered persons. An example of this was the introduction of additional methods of qualifying to register. Working with employers was key in making sure their workforce was registered within legislative timescales. This phase of voluntary registration did involve intensive and significant input from across the organisation but specifically from the Registration team, the Improvement and Development department and the Communications team. An internal customer journey mapping / brown paper exercise was carried out in 2019 across Social Care Wales. This highlighted many strengths and weaknesses of our current approach. This will be made available to the contractor, who will be expected to utilise it in their delivery of this work. Specific Tasks: You would be expected to: - Develop a project plan that identifies the work required to deliver the outputs. - Deliver a programme of engagement opportunities for the social care sector across the diversity of the sector in Wales, reaching a broad spectrum of em-ployers as well as others who may have an interest in the ELS development. - A draft costed proposal outlining the options available to develop a sustaina-ble ELS including: -- Mapping the current offer as well as the intelligence that already exists in the organisation that can inform the development of the ELS. --Scoping exercise to establish what the sector would expect from an ELS. -- Researching and comparing other employer services provided by equivalent organisations – Social Work England, Northern Ireland Social Care Council (NISSC), Scottish Social Services Council (SSSC), Nursing and Midwifery Council (NMC) and potential others. -- Modelling of a bilingual service to support those expectations including infrastructure costs. -- Recommendations presented for long term development of an ELS.
