Tender description
TachoScan® Control enables fast and accurate analysis of data from the driver card, record sheet and tachograph memory in compliance with the current law. Lot 1: Supplier will provide the maintenance for the Tachoscan licences. TachoScan® Control enables fast and accurate analysis of data from the driver card, record sheet and tachograph memory in compliance with the current law. Since implementation of the current contract in 2016, DVSA has spent a considerable amount of time and resources (financial and non-financial) to ensure that TachoScan® Control delivers analysis for drivers' hours, with the main key areas being functionality and usability. In addition, DVSA has recently conducted research to understand if there has been any movement in the market of similar products, but there has been none with several products not being suitable for enforcement purposes. Below are reasons explaining as to why the renewal of the Tachoscan Control licences should take place: • A Tachonet connection was developed to allow DVSA to check the validity of the Driver Card, which is a key and legislative part of a Traffic Examiners' role. Any new product would require Tachonet but DVSA do not have budget to cover this cost. • Trialling of new software - DVSA would need to ensure functionality and usability were key to any new software but DVSA have no budget to cover this cost. • Training for Traffic Examiners would be required for any new software but DVSA has no budget to cover this cost. • Reduced productivity of drivers' hours checks undertaken by Traffic Examiners whilst new software embeds in (approximately 3 months). This reduction would need to be reported to the Department for Transport who sets the targets for drivers' hours checks and could impact road safety.
