The contracting authority invites tenderers to apply for the award of a license for user-controlled personal assistance to users in the municipality, through an open qualification competition. The clear starting point is that Kristiansund Kommune (Kristiansund Municipality) will organise BPA under its own auspices with the municipality's internal resources. There is a political decision that the main rule on own organisation of BPA can be deviated from in cases where there are complicated and/or conflict-filled cases, or where for other reasons it is appropriate to postpone the service. Therefore it is the municipality that decides whether the users can utilise a private supplier and no guarantee is given concerning the minimum volume of users or turnover during the contract period. In 2019, Kristiansund Municipality used NOK 12 668 056 on external delivery of BPA. In 2020, NOK 15 487 758 was used for external delivery of BPA. Contracts are signed upon award of license in relation to NS 8435: — Form 8435 A Contract for delivery of user-controlled personal assistance (BPA) Upon award of assignments/decisions, the following are entered into: — Form 8435 B Individual contract for user-controlled personal assistance (BPA) In addition, the requirement specification and requirements concerning wages and working conditions apply.
