Summary of the work This outcome will replace our outdated SPI-CE service proposition and linked specifications used by our supply chain and operational regions with a specification meeting current requirements. Expected Contract Length Up to 24 months Latest start date Monday 23 November 2020 Budget Range Up to £280k over contract period Why the Work is Being Done At Highways England we know that our technology services which connect our customers, control rooms and roadside services are critical to smooth road network operations. As part of our current I&T Transformation programme we have the opportunity to assess our current capability and develop our operating model in terms of our expert technology product design and engineering services. This outcome covers discovery of a suitable replacement service to enable connectivity to roadside edge devices that cannot connect directly to our core transmission network but are part of critical operational services Problem to Be Solved Our current SPI-CE (Special Protocol Interface - (Win)CE solution for connected remote edge devices is beyond end of life and requires an appropriate replacement service offering We need to undertake critical discovery work to quickly understand our options and to put in place a roadmap enabling further service design to start. Who Are the Users This service directly impacts our customers who are road users and our control room colleagues within Operations Work Already Done The basis of this work will be to replace the current published G-NAT (MCE 1216) specification with a new solution. (MCE 1216) specification available to view in the TSS Plans Registry website: https://tssplansregistry.highwaysengland.co.uk/login.asp Existing Team This outcome will delivered in partnership with our current Architecture, Design and Technology Services team. Current Phase Not started Skills & Experience • Demonstrate a good understanding of Highways England's SPI-CE technology and value to the business. • Demonstrate how HE could utilise other technologies or services to achieve the same or better and more efficient service for SPI-CE end devices. • Demonstrable knowledge of communications services for integrated transport Nice to Haves Demonstrate a current understanding of Highways England's Operational Technology Services and Systems and how SPI-CE fits into that picture. Work Location Remote Working Possible meetings at our offices in; Temple Quay House, Bristol The Cube, Birmingham NTLC, West Hallam nr Derby Working Arrangments This team is expected to form an integral part of our group working with one of our engineering subject matter experts Security Clearance Baseline Security Check No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate how you will deliver the strategy for the update and delivery of the SPI-CE replacement service (23%) • Demonstrate how you can deliver a product roadmap for SPI-CE replacement (22%) • Demonstrate how you would design and build a service wrap for the SPI-CE replacement solution, integrating with existing solutions (15%) • Demonstrate how you will plan and execute a robust and effective communication and marketing plan for SPI-CE including the provision of materials (10%) Cultural Fit Criteria • Place safety of ourselves, our workforce and our customers as number one priority (2%) • Take ownership of work tasks with limited supervision (4%) • Considers new and innovative ways of working (2%) • Acts with integrity in delivering the service (2%) Payment Approach Time and materials Assessment Method Presentation Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers No questions have been answered yet.
