Tender description

The purpose of this prior information notice (PIN) is to alert potential suppliers to an opportunity that DCMS wish to procure a framework agreement with organisations with appropriate experience and expertise to enable the research and evaluation all of its services across all business areas and sectors. The framework agreement will require the use of a wide range of methodologies and technical innovation in order to support the research and evaluation in operational and or policy areas. Please be advised that the estimated value of this contract range between 23 000 000 GBP-35 000 000 GBP over 4 years. DCMS are issuing this request for information (RFI) which consists of a questionnaire containing background information and a number of questions requiring responses, relating to the potential lots and services. There is no guarantee that this RFI will result in a competitive tender. Responding or not responding to this RFI will not affect any tende Lot 1 includes but is not limited to the following scope of services: Conducting pilots, trials and RCTs, quasi-experimental studies, behavioural insights, impact assessments, feasibility studies, cost-benefit, cost-effectiveness and value for money analysis, developing theory-based approaches/ theories of change, developing evaluation strategies and frameworks. Lot 2 includes but is not limited to the following scope of services: Identifying causal pathways that support impacts to take place, understanding contextual influences, assessing operational aspects of programme/policy delivery (e.g. case studies, interviews). Lot 3 includes but is not limited to the following scope of services: Surveys (online, telephone, face to face), qualitative research, ethnographic research, feasibility studies, development work (eg cognitive testing of interviews, survey development), scoping studies. Lot 4 includes but is not limited to the following scope of services: Economic modelling, quality assurance of models, econometrics, secondary data analysis, longitudinal analysis, time series analysis, machine learning, Monte Carlo analysis, agent-based modelling, simulation techniques, geo-spatial mapping, data visualisation, neural networks, data engineering, natural language processing, R and Python programming. Lot 5 includes but is not limited to the following scope of services: Literature reviews, think-pieces, thematic and strategic analysis and horizon scanning, rapid evidence assessments, consultations (including engagement/evidence gathering events), attitudinal research, meta evaluations. Lot 6 includes but is not limited to the following scope of services: Large scale economic and social impact assessment and surveys; international comparisons; market analysis, value-added analysis; benchmarking; regulation, compliance, supply and demand analysis.
