Tender description
Brighton and Hove City Council is seeking a provider to operate a low support accommodation service to meet the needs of people rough sleeping in the Brighton area. These people will have a local connection and their support needs will have been assessed by rough sleeping services. Please note that the timescales involved in establishing the service are very tight and therefore it is recommended that potential bidders have access to suitable accommodation. We are looking for a minimum of 28 beds of low support accommodation beds. Requests to participate from those providers who are able to provide the following are welcome: — have appropriate secured accommodation which will need to be operational before 1.4.2020 service requirements, — operate 24 hours a day 365 days a year, — which will be suitable for clients with low support needs, — provide sufficient suitably qualified and experienced support staff and night staff to operate the service 24 hours a day 365 days a year, — the contract will not be subdivided into lots therefore it is the expectation of the commissioners that the services will be provided by a single provider, — due to the timing and sensitivity of the services being provided, the Council would request that only organisations who have a real and present chance of fulfilling the specification submit expressions of interest in response to this request. In your response to this call for competition the Council please confirm that your organisation (or in the case of consortium bids, all members of the consortium) are able to demonstrate the following: — strong experience of working with people who are sleeping rough, — experience of working with clients with a range of support needs including substance use, dual diagnosis, and personality disorders, — detailed knowledge of psychologically informed environments (PIE) and Trauma Informed Care (TIC), — experience of assessing risk and developing risk management plans, — the ability to work collaboratively with a range of services, — provision of leisure activities available such as activities, games and books, — provision of rooms. It is expected that en-suite facilities and personal cooking facilities will be available. Communal kitchen and shared bathroom facilities will also be available for all clients. — laundry facilities must be available, — office space for staff and space for one to one private meetings should be available, — provide a low level of housing related support to individuals with the aim of developing their independent living skills, strengthening community links and building resilience, — the prospective service provider will need to supply the address or addresses the support service will be located in their call for competition response.
