Tender description

Kirklees Council (‘the Council’) has commissioned a service to provide carers’ breaks and emergency carers breaks within the Kirklees area. This has been achieved by the provision of a service delivered to the person the carer cares for (‘Cared-for-Person’ or ‘Service User’). The tender was divided into 2 lots: Lot 1: Carers' breaks service — the aim of this service is to provide opportunities for eligible carers to experience a break by taking over their caring role and providing support directly to the cared-for person allowing the carer to achieve their identified outcomes; Lot 2: Short notice emergency carer breaks — the aim of this service is to provide emergency carer breaks at short notice, to reduce pressure on carers when they are struggling to continue with their caring role. Due to the anticipated value of the service, the contract was awarded by a process akin to the competitive procedure with negotiation without further publication of a call for competition. For the purpose of this service specification a Carer is someone who provides unpaid care support to a person or people of any age (i.e. adult or child) resident in the Kirklees administrative area requiring support because of physical disability; mental ill health; autism spectrum condition, sensory impairment; substance misuse; long-term condition; learning disability; or illness / problems usually associated with getting older for example frailty or dementia. The service provides opportunities for eligible carers to experience a break by taking over their caring role and providing support directly to the cared-for-person allowing the carer to achieve their identified outcomes. The contract will commence on 1.4.2020 and expire on 31.3.2025, with an option to extend for a further period, or for successive periods, up to 31.3.2030.
