Tender description

Essex County Council (‘the Council’) undertook a procurement to secure a range of effective, reliable and efficient providers to deliver children’s residential placements to enable the Council to fulfil its statutory duties under section 22A of the Children’s Act 1989. The overarching aims of this service are to provide stable placements in suitable accommodation which supports young people to attain their own aspirations and develop the requisite life skills in preparation for their transition to adulthood and progression to independent living. This procurement was conducted under the light touch regime and incorporate the following 3 lots: Lot 1: Children with disabilities; Lot 2: Social emotional mental health (SEMH); Lot 3: Same day emergency placements, potentially with assessment for CWD or SEMH where further assessment is required. This contract award notice details the successful bidders who were awarded a position on the framework within the aforementioned lots. This lot is designed to secure suitable provision of residential placements for children with disabilities up to the age of 18. Providers will be required to support a range of needs, which may include but not be limited to: (a) children with physical and/or sensory needs; (b) behaviour that challenges; (c) children with social, emotional and mental health needs; (d) children with complex autism and/or learning disabilities. Please note that the stated contractual value of 15 900 000 GBP for this lot reflects the estimated value of this framework of 60 000 000 GBP over the course of the 4 year duration of the framework based upon the Council's current and forecast demand and expenditure on children's residential placements. This lot is designed to secure the provision of residential placements to support children up to age 18 with social, emotional or mental health needs. Providers will be required to tailor their support to cover the following needs: — a history of family or foster care breakdown, — being known to youth justice, — mental health needs, trauma or vulnerability. These young people may have additional vulnerabilities including, but not limited to, the risk of gang involvement, substance misuse and/or child sexual exploitation (CSE). Please note that the stated contractual value of 41 900 000 GBP for this lot reflects the estimated value of this framework of 60 000 000 GBP over the course of the 4-year duration of the framework based upon the Council's current and forecast demand and expenditure on children's residential placements. This lot is designed to secure suitable residential placements for same day or short notice admission in a regulated setting for a child or young person. These may include those already in the care system where a placement breaks down, for whom the safeguarding concerns are too great for them to remain in their existing placement. Providers will be able to define which specialism of service they offer to either children with disabilities or children with SEMH. Please note that the stated contractual value of 2 200 000 GBP for this lot reflects the estimated value of this framework of 60 000 000 GBP over the course of the 4-year duration of the framework based upon the Council's current and forecast demand and expenditure on children's residential placements.
