Tender description
For avoidance of doubt this is not a call for competition at this stage, the purpose is to advise the market on the forthcoming procurement of London Borough of Tower Hamlets and seek feedback from the market on the final changes to the requirements following previous market engagements. A supplier briefing will take place on 10.3.2020 between 12.00 noon and 2 p.m. Venue: London Borough of Tower Hamlets, 5 Clove Crescent Mulberry Place, London E14 2BG, 1st Floor Room C2. Please contact Stacey.Bradburne@towerhamlets.gov.uk for further information and to register for the event by 6.3.2020 This contract will provide support to survivors of domestic abuse (DA) aged 16 or above who live in the borough. The purpose of the service is in line with the Tower Hamlets Strategic Plan, Mayors Manifesto and the VAWG Strategy 2019-2024 that aims to increase safety of adults and children due to domestic abuse; provide access to a range of protection and support services and provide advocacy to represent the clients with a number of statutory and voluntary agencies. This service will give priority to the highest risk DA victims, victims of economic abuse and victims who are homeless or at risk of homelessness. The service will provide emotional and practical support; develop safety plans and undertake risk management strategies to safeguard victims and their families. The core funding of 180 000 GBP per annum allows providers to create a model that will achieve the contract specifications. The 2 additional grants have a few additional essential requirements which are that for the first 2 years of the contract, one Independent Domestic Violence Advocate (IDVA) will be co-located with Department of Work and Pensions at Poplar Job Centre and will prioritise work with victims of economic abuse or DA victims who are having financial difficulties. For the first year of the contract, one IDVA and one floating support worker will be co-located at LBTH Housing Options and will work with DA victims who have approached tower hamlets housing options and/or have been placed in temporary accommodation in or out of borough. Bidders should note that the contract relates to services that fall under the ‘Light Touch’ Regime of Regulations 74 to 77 of the Public Contracts Regulations 2015. This procurement exercise will therefore be run in accordance with the Public Contracts Regulations 2015 as they apply to ‘Light Touch’ services. While the authority is following a process similar to the open procedure under the Public Contracts Regulations 2015 neither that fact nor any other statements, acts or omissions of the authority in connection with this procurement Exercise should be taken as indicating that the authority intends to be bound by the provisions of the Public Contracts Regulations 2015 or the general principles of the treaty on the functioning of the European Union to any greater extent than applies by law.
