Summary of the work The role is aimed at an experienced planner / risk manager and involves developing and actively managing plans, schedules and risks across ISG. Experience in Microsoft Project Online is essential, recent/relevant experience in the defence sector is essential. Specialist role Programme manager Expected Contract Length 2 years Latest start date Friday 17 April 2020 Maximum Day Rate £691 per day ex VAT LoL for T&S of £2000 ex VAT for the duration of the contract Who Speclialist Work With The Pegasus EPM and Risk SME will work with a variety of Civil Servants, Military Personnel and contractors within the ISS Interoperability Services and Gateways Programme Team What Specialists Work On You will be expected to provide planning support across the ISG Pegasus Programme. You will be required to develop and improve existing project plans using Microsoft Project Online to ensure consistency and coherency. There will be a need to work with projects to produce deliverable plans which are fully resourced. You will be expected to provide monthly reports and MI to the PMO. Experience required of PBS/WBS, Critical Path Analysis, IMS & Dependency Management. You will need to have a strong knowledge and understanding of risk management and the use of ARM. Skills & Experience • Experience of managing project plans, tracking and report progress using Microsoft Project Online – 20% • Understanding of the management of plans and schedules at different hierarchical levels through consolidation or using Integrated Master Schedules experience of integrating external supplier plans into project/programme plans - 10% • Experience in performing schedule risk and impact analysis with a detailed understanding of critical path analysis, schedule integrity and progress reporting - 10% • Experience in developing and managing fully resourced schedules using WBS/PBS (including resource loading and levelling to actively manage workload and over or under allocations) - 5% • Understanding of planning for technically complex large-scale IT projects and programmes - 5% • Must have detailed understanding of standard project management principles and techniques (e.g. APM, MSP, Prince2, PMI) - 5% • Understand dependency linking (internal & external dependencies) - 5% • Ability to produce adhoc management information (MI) and brief management to enable informed decisions using the MI - 5% • Experience of Risk Management, including risk identification, evaluation and use of the ARM tool including the exploitation of the tool for specific reports and MI - 10% • Hold qualifications in risk management - 5% • Experience of working within Defence on International Programmes to generate Integrated Master Schedules - 15% Nice to Haves Experience in coaching to the project teams to enable them to work more effectively with minimum direct planner support, hence improving overall efficiency - 5% Work Location Defence Digital, Strategic Command, Building 405, Spur D1, Westwells Road, MOD Corsham, SN13 9NR Working Arrangments All tasking will take place from MoD Corsham and you are required there 5 days a week, the working day is 8 hours to include 30 minutes for lunch. This individual will report to the Pegasus Programme Manager. Security Clearance SC Clearance must be in place prior to the contract start date and for the duration of the contract. Is there an incumbent in the role please? Yes, there is an incumbent 2. Is the incumbent expected to reapply? That is the incumbent’s decision, therefore the Authority cannot comment on their intentions. 3. In the section about how this engagement will be evaluated you include a list of cultural fit questions and mention all suppliers will be required to provide a work history. Yet, these questions are not included in the submission form and there is no ability to upload work history. Are we to assume Cultural Fit and Work History will be assessed in a later interview stage? These items will be required from those suppliers that go forward to Stage 2. Please note, work history is the only assessment method that will be used. 4. The IR35 assessment is unclear.It states ‘Off-payroll working rules (IR35) do not apply’. Can you confirm if this role is assessed as Inside or Outside of IR35? Thank you. This role is assessed as Outside of IR35. 5. I understand much of the Pegasus team is based in central London, yet equally note there is a small LoL of £2,000 on T&S and South West base. Is it definite this role will be SW based for duration of contract and limited travel? This role is SW based for the duration of the contract with limited travel for instances such as attendance at meetings being held at another site. 6. Would you consider working from home? The role is 5 days a week from Corsham however in exceptional circumstances working from home may be considered as needed.
