Tender description
The Environment Agency (referred to from now as the Agency) wishes to let contract(s) to provide central management and co-ordination unit for both the broader network (‘CMCU’) and the ‘Automatic London’ Network (‘ALN’) and quality assurance quality control services (‘QAQC’) services for the Automatic Urban and Rural Air Quality Monitoring Network (‘AURN’). This network provides national monitoring arrangements including those areas covered by Defra, Scottish Government, Welsh Government and Department of Agriculture Environment and Rural Affairs in Northern Ireland collectively known as the DAs. Management of the national network air pollution monitoring sites throughout the United Kingdom (UK), the automatic collection and retrieval of data from these sites and forward passage of data to a separate Defra contractor who has responsibility for wider dissemination of data (Data Dissemination Unit(DDU) Contractor) and to the QAQC contractor for ratification. One additional site outside the UK is monitored in the Republic of Ireland for Ozone for dissemination to the DDU as part of this contract. The QAQC contract has responsibility for all quality assurance and quality control for collection, validation and ratification of data on the networks prior to transmission to the Data Dissemination Data (DDU). A 6 monthly interim Ozone calibration campaign with LSO calibration of rural sites, data which is required by the lot 2 contractor for ratification of data in compliance with the AQD 2008. Management of the London and South East based network for air pollution monitoring sites on the Automatic Urban and Rural Network, with the collection and retrieval of data from these sites and forward passage of data to a separate Defra contractor who has responsibility for wider dissemination of data (Data Dissemination Unit (DDU) Contractor) and to the QAQC contractor for ratification. Most of the data is collected from affiliated local authority partners.
