Tender description

Evaluation services to support a 3-year programme that is working with nearly all STP/ICSs across the country to explore integrated volunteering approaches. This work supports a number of commitments within the LTP and will support areas to realise these and local priorities, for example reducing health inequalities, doubling the number of NHS volunteers and accessing and developing community assets. The evaluation will be key in the ability to share learning and development of the projects so in years 2 and 3 they are able to spread and scale. The evaluation partner will work with NHS England and NHS Improvement and with the National Delivery Support Partner and Facilitation partners respective to the 2 programmes to fully identify and understand the programme objectives and inform the relevant metrics and data collection across all partners, including, as appropriate, the systems themselves. In the integrated volunteering approaches programme the National Delivery Support Partner will be responsible for gathering learning from the systems by helping STP/ICSs to shape their measures of impact on their respective health priorities with a view to them gathering data centrally that evidences and justifies investment in integrating volunteering approaches as part of their responsibility for developing the leadership case and supporting the national delivery support of the programme. The evidence, gathered by STP/ICSs or by the national delivery support partner, will be made available to the programme team to inform decisions about the ongoing and additional funding that will be made available centrally to the various systems. The evaluation partner will be required to advise on the metrics and data collection for the purposes of the overall evaluation as required.
