Tender description
Wrexham County Borough Council is looking to implement an integrated support service with a range of accommodation-based and outreach support services for people with mental ill health who live in the County Borough of Wrexham. The service works closely with Wrexham County Borough Council (WCBC) Community Mental Health Team and Betsi Cadwaladr University Health Board to deliver a holistic, specialist, recovery-focussed service that supports people to manage their mental health and well-being and enables them to manage their accommodation and live independently. The current supporting people/housing support grant contract for the above scheme is due to expire and we are seeking to establish a new contract for the service. This contract is to provide an integrated support service with a range of accommodation-based and outreach support services for people with mental ill health who live in the County Borough of Wrexham. The service works closely with Wrexham County Borough Council (WCBC) Community Mental Health Team and Betsi Cadwaladr University Health Board to deliver a holistic, specialist, recovery-focussed service that supports people to manage their mental health and well-being and enables them to manage their accommodation and live independently. — 14 units of supported accommodation for people with mental ill-health, — 25 units of outreach support for people with mental ill health, living in a home of their own, who may be at risk of homelessness and/or require housing related support, — 10 units of intensive outreach support for people with mental ill-health who are homeless or at immediate risk of homelessness. This element of the service is based within WCBC’s Housing Options team. Prospective providers must have proven experience and expertise in providing specialised housing-related support to people with mental health needs, which may be complex. The provider will be delivering a holistic care and support service, and as such any prospective provider will need to work in accordance with the social services and well-being (Wales) Act 2014 and will need to meet the registration requirements of the Regulation and Inspection of Social Care (Wales) Act 2016. The provider will be expected to be flexible and proactive in deploying accommodation and support to meet any changes or developments in local need. The current 14 units of supported accommodation are delivered at 3 shared houses in the Wrexham Town area. The properties are owned by registered social landlords and managed under management agreements with the current support provider. The management agreements offer the current support provider the option to continue to manage these properties following the end of the current contract. Therefore prospective providers will be required to demonstrate their ability to source 14 units of supported accommodation. The provider will be responsible for negotiating/amending, agreeing and implementing any housing management agreement(s) with registered social landlords. Housing management tasks and costs will not be eligible under the proposed new contract. The proposed new contract is for the support service only. This is a speculative notice only, to determine interest in providing the service. Prospective providers must provide confirmation of their interest as well as brief details of their experience and specialist abilities in providing housing related support to this client group. They must also provide evidence of their registration with Care Inspectorate Wales (CIW) or evidence that they have submitted an application for registration with CIW. Prospective providers must also demonstrate their ability to source the accommodation described (14 units of supported accommodation) ahead of the anticipated contract start date of 1.7.2020.
