Tender description

The Money and Pensions Service is implementing ‘pathfinder’ research projects, intended to establish and test scalable, sustainable models of financial education embedded in mainstream education. As such, providers are required to deliver these projects in the following areas: — Financial Education for 16-17 Year Olds in England, — Support for Parents to Teach Children about Money in Scotland and Northern Ireland, — Financial Education Teacher Training in Wales. This Pathfinder will aim to establish a scalable and sustainable model for delivering financial education to young people aged 16-17 years, providing learning for wider delivery across England and the rest of the UK. A supplier/partnership of suppliers is sought to: — deliver a financial education intervention or interventions to a minimum of 10 000 young people aged 16-17 growing up in England to prepare them for independence, and — evaluate the Pathfinder, assessing the impact on beneficiaries (and, where relevant, those working with them), exploring the effectiveness of the different delivery channels used and drawing conclusions on a model for scaling up the approach across the UK in future years. A supplier/partnership of suppliers is required to deliver Talk Learn Do (TLD), an evidence based financial capability intervention that supports parents to talk to and teach their children about money with the ultimate aim of improving their children’s ability to manage money. The intervention will be delivered in Scotland to a minimum of 250 practitioners/professionals who support parents; target a minimum of 500 parents; evaluate the intervention to test the impact on beneficiaries and test feasibility and ways to scale up delivering of TLD and in so doing, develop and test a model that could be scalable across the rest of the UK in future years. A supplier/partnership of suppliers is sought to: — project manage the financial education professional learning for teachers in Wales Pathfinder, — develop and support the delivery of, financial education professional learning for teachers, including face-to-face and eLearning, working in partnership with regional education consortia and schools, and — evaluate the Pathfinder, including assessing the impact of the professional learning on teacher knowledge, skills and confidence and on learners’ financial capability, exploring the effectiveness of different delivery approaches and drawing conclusions on a model for scaling up the approach across Wales and the UK in future years. The supplier/partnership will work with the 4 Regional Education Consortia in Wales to deliver this Pathfinder.
