St Helens Council – Expression of Interest This is for information only and for Organisations to express an interest in this opportunity. St Helens Council are looking for a provider to deliver our Independent Visitor and Advocacy Service and are inviting expressions of interest in this opportunity. The aim of the Children’s Rights, Advocacy & Independent Visitors Service will be to provide children and young people who are in, or who are on the edge of public care (including children in need as defined by Section 17 (10) of the Children Act 1989) with St Helens Local Authority, as well as other defined service users, with awareness of and access to services which are their legal right. The services will be for children and young people aged up to 19 and up to the age of 25 for our children and young people with disability and / or Special Educational Needs (SEN) The overall service will provide the three elements: • Children’s Rights service • Advocacy service • Independent Visitors service The value of procured activity for the contract will be approximately £50K per annum, the intention is that the contract awarded from this procurement will last for 3 years. St Helens Council reserves the right to extend contracts for a second and third period of up to 12 months subject to funding availability, the provider’s delivery and performance against the contract, and including any changes to the overall budget arising from the Spending Review or adjustments to the way in which St Helens allocation is calculated by central government.
