Tender description
We are holding an open event on 11.3.2020 at 11 a.m. in relation to the future contract for a building contractor to undertake the extension, renovation and refurbishment of the Grade A -listed Paisley Museum complex. The contract is for a building contractor to undertake the extension, renovation and refurbishment of the Grade A -listed Paisley Museum complex (Main Works). The aim of Paisley Museum Re-Imagined is to provide a visitor experience of international quality, which tells the inspirational stories of Paisley, its heritage and its pattern. The transformation of the Paisley Museum is underpinned by a series of high-level strategic project aims that will turn it into a: — leading European museum – telling the story of Paisley as a pattern and a town, — visitor destination drawing its audience from Scotland, UK and overseas, — platforming institution for learning, skills development, innovation and research, — community resource at the heart of Paisley’s local life. The Paisley Heritage Asset Strategy (The Untold Story) was approved by Renfrewshire Council in 2014 and set out an ambitious vision for the social and economic regeneration of Paisley. The signature project is the redevelopment of Paisley Museum and it is intended to create a visitor destination of international standing. The Museum has significant potential to drive the economic and cultural vitality of the town. We have undertaken a series of site investigations, building surveys and enabling works which has both informed the design process and highlighted in detail the need for building repairs. Between 2015 and 2017 we commissioned 22 surveys to assess the condition of the buildings. Following their appointment in May 2018 our architects (AL_A and Giles Quarme Associates) and our structural engineers (Arup) completed several months of further site investigation work. The decant of staff and collections from the Museum then allowed us to undertake advance enabling works including asbestos removal between February and August 2019. The enabling works scope included the demolition of the 1970s block, strip-out of existing fixtures, fittings, mechanical and electrical apparatus and the removal of heavy plant. The work removed modern or unsympathetic accretions so that the condition or presence of historic fabric beneath could be assessed. The project represents an exciting opportunity to alter and extend a fine neo-Classical building to respond to a unique collection, history and to deliver a fully 21st century facility that places the visitor at its heart. A new-build extension to the west will deliver a bold new café, shop and visitor entrance and resolve the current building’s problematic vertical circulation. The extensive repair and renovation and work to the existing buildings on the site will reinstate public areas, renew the services and refurbish the historic fabric. The Council’s intended approach is to use the restricted procedure to procure a form of an SBCC (2016) standard form with quantities. The Council is issuing this PIN to update the market, invite them along to the open day and allowing them to prepare for the tender. Please refer to Section VI.3) Additional Information for details on the proposed procurement programme, noting that this is provisional and subject to change. The project has been awarded a second round pass from the National Lottery Heritage Fund in 2019.
