Tender description
DfT is seeking proposals for the provision of research, scientific advice and technical representation in international fora on the impacts of aviation on the atmosphere, primarily on climate change. This includes fuel burn, CO2 emissions, particulate matter (PM), nitrogen oxides (NOx) and other effects of aviation both on climate and air quality. This requires significant modelling and analytical capability notably on the inter dependencies between reductions in these pollutants and with noise emissions as part of cost effectiveness analysis. The supplier will provide specialist research services to the Aviation Directorate of the Department for Transport. Other government departments who have an indirect interest in aviation’s impact on the atmosphere will receive advice from DfT based on the output of the contract. The supplier will provide specialist research services to the Aviation Directorate of the DfT. The supplier shall be expected to: — provide research and impartial scientific advice to support the UK’s negotiations in the International Civil Aviation Organisation (ICAO) Committee on Aviation Environmental Protection (CAEP) working and support groups, — build consensus within the scientific community including on climate and atmospheric science, analysis to support peer reviewed papers, research to develop scientific understanding of atmospheric effects relevant to the CAEP work programmes on climate change and air quality, — model the impacts of aviation on the atmosphere as part of cost effectiveness analysis of policy measures and macro analysis of future global emissions scenarios, — provide a suitable individual with a doctoral degree in a relevant specialism to represent the DfT as a member of CAEP Working Group 3 (WG3 — Emissions). They will have experience in analysing environmental impacts of aerospace technologies and ideally experience of the work of CAEP, and — provide a suitable individual with a doctoral degree specialising in aviation and climate science to become a member of the Impacts and Science Group (ISG) of the ICAO CAEP. They will have extensive experience conducting climate science and aviation research programmes, building scientific consensus and be capable of running highly advanced, pioneering scientific workshops. The supplier will be required to work within the ICAO CAEP arena where familiarity with the process is highly desirable. The DfT will assist in the nomination of experts for access to the ICAO Secure Portal where information, data and papers are exchanged in advance of meetings. The DfT will also assist in the nomination of individuals to attend CAEP working group meetings. Attendance at ICAO meetings requires a significant amount of overseas travel.
