Tender description

During February/March 2020 the City of London Corporation plan to advertise an opportunity for a location agency contract that will enable the corporation to generate income from its estate by appointing an agency that will promote, manage and grow commercial filming at the Corporation’s buildings and open spaces. The Corporation plan to use a standard location agency financial model to facilitate the new contract provision. In practice the agency will retain an agreed percentage of the income generated in return for providing the location agency service. Bidders will be expected to provide some initial investment to mobilise the new service however these costs will be recoverable through retaining a higher percentage of income once annual targets have been achieved. In practice, we anticipate the agency will retain an estimated percentage of between 18 % and 25 % based on annual performance against income targets. The City of London Corporation has a long history of supporting commercial film makers who wish to film in the square mile, as well as other Corporation owned locations such as Epping Forest and Hampstead Heath. Demand for filming shows no sign of declining and so the Corporation recently undertook a review of its estate and identified 27 locations most popular with film makers. The review also recommended that working with a dedicated location agency would enhance the Corporation’s ability to promote locations as well as generating increased income from filming. To identify a location agency suitable to working with the Corporation and its locations, a tender will be issued during late February/early March inviting submissions from agencies that would be interested in an agreement to promote and manage the current 27 locations as well as possible future locations as they become available. To assist agencies with understanding the procurement process and responding to the tender, the Corporation’s Filming Office and Procurement Department will be holding two 90 minute market engagement sessions in February at Guildhall. Agencies may apply to attend one of the sessions during which the tender process, administration and timeframes will be explained. There will also be time for any questions to be raised and answered.
