GB-Shrewsbury: AMCV 277 - Young People and Care Leavers' Transitional Accommodation with Support

Tender description

The Council wishes to procure a service which will provide transitional accommodation with support for a minimum of 6 and a maximum of 12 Service Users, primarily in Shropshire but, by agreement and where available, within locations in adjacent local authority areas. The transitional accommodation with support will be available primarily to care leavers and will aim to prepare them for move-on to more independent and settled accommodation through development of tenancy skills, independent living skills and access to training, employment and other services. The accommodation will primarily be made available in single-occupancy accommodation and may be either private sector or social-rented. The Provider will be responsible for sourcing and bringing forward the accommodation. The Council requires at least 6 but no more than 12 Service Users at any one time being accommodated and supported, although additional Service Users may be accommodated and supported as need dictates. The Council anticipates that most Service Users accessing this accommodation with support will have received some 'tenancy training' prior to being placed. The Provider will work closely with the Council and other accommodation providers to ensure that a supply of appropriate move-on accommodation is brought forward in a timely way. Referrals and allocations will be determined by the Council's Housing Services and Leaving Care team in conjunction with the Provider. The successful tenderer must be able to demonstrate that it is able to maximise property-related income to complement housing-related support funding including Intensive Housing Management funding. The duration of the contract will be for an initial term of 3 years with an option to extend the contract by up to a further 2 years subject to contract performance and budget availability. Contract payments will be made monthly in arrears.
