Tender description

VIVID Housing Ltd require a chartered surveying consultancy to provide façade engineering, tender analysis and reporting, project management and contract administration service on 2 major cladding replacement contracts. Vivid has identified several buildings in Hampshire which will require cladding replacement works and is appointing a consultant to provide chartered surveying consultancy services on 2 major cladding replacement contracts (the ‘Cladding Replacement Programme’). The services shall cover the entire project management of the cladding replacement programme works from measured surveying, façade engineering and calculations, tender analysis and reporting, pre-contract work to handover, including all required planning applications and full building regulation applications, and contract administration. Scope of the Services include: Phase 1: Tender stage — prepare a detailed specification to give the principal contractors as much information as is necessary to provide a cost-effective quote and outline method statement, — prepare the accurate measured laser survey and drawings for the tender, — prepare the scope of works (may include a bill of quantities, subject to recommendations), — prepare the preliminaries and pre-ambles, — finalise all tender documents, planning and engineering drawings, — prepare planning application and negotiate with the local authority to obtain their approval, — prepare all information relating to a full building regulation application, — submit a tender analysis report and assist the client in placing the instruction. Phase 2: Contract administration and project management — monitor the works on site for compliance, quality and programme, — manage the change control process including issues of change/valuation orders, — chair and minute fortnightly site meetings, — administer the terms of the building contract, — issue payments certificates following cost consultant/lead consultant valuations, — undertake an exhaustive site inspection regime minimum once a week, — record defects for the any potential legal claims, — monitor quality of the installation throughout the contract period, — deal with technical elements of the contract including Portsmouth City Council or Southampton City Council and their advisors, — attendance of the project team meeting (chaired by the appointed project manager), — agree and prepare Monthly valuation certificates, — prepare interim site reports recording progress and quality of works, — prepare sign off reports in conjunction with other disciplines, — undertake end of defect period inspections and sign off on completion, — issue certificate of practical completion and agreement of final account. Approach and technical competency — compiling of tender documents shall be managed by the chosen consultant. The tendering stage shall include preparing the following information and documents: — invitation to tender letter, — form of tender, — prelims and pre-ambles, — pre-construction information file including, Health and Safety file, Risk Register, site waste management plan (including recycling of original façade material which are to be removed from the building), — form of contract. conditions and amendments, — performance specifications, — work packages: access (scaffolding), cementitious board, recladding and fire proofing, — scope of works (general and for each package), — bill of quantities (where required), — measured surveys and drawings including drawing schedule, — master programme. Planning application and building regulations approval — for the planning application, 1 meeting/site visit (same day) to meet the local authority for negotiating and obtaining consent, — for the building regulations application, 1 meeting/site visit (same day) to meet local authority for negotiating and obtain approval. — considering that the planning application and building control approval are to be carried out before the Tender are received from contractors, it is proposed that a fixed fee is charged for these 2 tasks: —— planning application; —— building control.
