Tender description
About the contracting authority. The contracting authority, the Church of Norway, is an evangelical-Lutheran established church. Most Norwegians (approx. 72 %) belong to the Church of Norway, which is divided into 11 dioceses, 100 deaneries and almost 1 200 churches. Each diocese is managed by a bishop and a diocesan council. This is called the regional level in the church. The local level is divided into sub-parishes, which are managed by the parochial church council and all sub-parishes in a municipality are managed by a joint church council. The supreme body in the Church of Norway is the Synod, which meets once a year and consists of the members of the 11 diocesan councils plus the Episcopal meeting's president and the manager of the Sami Church Council. 1.1) Description of the procurement purpose and requirement specification: The Church Council intends to sign contracts based on a tender competition with 2 suppliers within the service area content production (content), i.e. text, video and partially photo. The assignment should include disciplines such as journalism, video production, streaming and in rare cases photos. The tenderers must be responsible for production of content published in individual platforms such as national websites, the congregations’ websites, intranet, SoMe, magazines and brochures. Production of purchased content (advertisement content) to external media may also be relevant. The framework agreement will have a 3- year duration, with an option for the contracting authority to extend the framework agreement for 1 year. The Church Council currently purchases different services and products related to communication. The content production is done in order to create engaging information about the church-wide topics for individual media/platforms created for a central base (The Church Council) regionally (the diocese) and the local congregations. With simple customisations, much of the content production must be usable both nationally and locally (for example kirken.no and parish magazines). Content is made available for internal distribution in the organisation in the ressursbanken.no and in the publishing solution for websites. Text production concerns reports and trade articles. The video production is related to interview and short documentaries (for e.g. following a candidate for confirmation on the confirmation day). Videos can also be of a more educational character, for e.g.: How does a baptism take place? Videos for internal training/motivation of employees may also be relevant. It is desirable that the tenderer contributes with ideas and seeks interview objects and statistics. Framework agreements with a total value of approximately 2 500 000 NOK excluding VAT for the entire contract period will be entered into. The Church Council cannot provide a guarantee for a specific volume or amount and there are no purchasing obligations. See examples of video productions: vimeo.com/dennorskekirke The Church Council has a separate framework agreement with a communications agency, as well as framework agreements with photographers around the country. 2) Contract: When a contract is signed, a framework agreement will be entered. The framework agreement will have agreed prices, a contract for the actual assignment and the duration of the contract. A framework agreement can cover new contracts with the suppliers, if the new contract is relevant to the framework agreement. The chosen tenderer will receive identical framework agreements for 3 years, with an option for an extension for up to 4 years in total. 3) Lots and alternative tenders: Tenders cannot be submitted for parts of the assignment. Alternative tenders outside the requirements specification and goals will no be accepted. 4) EL-info — communication: All communication and information exchange between the Church Council and the tenderer must, as a starting point, be in writing via electronic communication means, cf. AFO §22-1. We would also like electronic signing. There are the following alternatives for signing in Mercell: — BankID on a mobile, — buypass mobile, — java-free signing with Commfides Ansatt ID. Bank ID with a code chip, — entity certificate from Commfides.
