Tender description

Why the Work is Being Done Currently the command team of a surface ship have to use simple time/distance calculation to predict the possible position of an enemy submarine based on its last contact. Dstl wish to design an application to predict the possible current position of a submarine based in the oceanographic environment to assist the ship’s Command team Situational Awareness and asset deployment. Problem to Be Solved Identify a new way of predicting the possible position of a submarine by exploiting all available information available to a surface ship instead of just using simple time/distance calculations (Furthest On Circles) since last contact. Who Are the Users Anti-Submarine Warfare (ASW) Commander – Assistance in assessing all relevant information about the current environment and knowledge of the submarine’s capabilities to identify where a submarine could possibly be located and if it poses a threat to the Task Group. This will assist in the assigning of Anti-Submarine Warfare assets. Early Market Engagement Work Already Done Existing Team Dstl will provide ASW Experts (serving military personnel) for Interviews and to test the prototype and the Decision Maker to support the Design Sprint. Current Phase Alpha Work Location The selected supplier will work at their home site to undertake the planning, execution and writing up of the Design Sprints. Working Arrangments The selected supplier will to work at their home site to undertake the planning, execution and writing up of the Design Sprints; however, they will need to work closely with the Dstl Decision Maker. The key deliverables consist of a Design Documentation, including the journey map, storyboard, prototype and comments from user feedback. Security Clearance Will require SC. Additional T&Cs The contract is only available to UK Nationals. Skills & Experience Track record of experience in planning and conducting Design Sprints Basic knowledge and understanding of submarine and anti-submarine maritime operations Nice to Haves Previous experience of developing military application through Design Sprint and Development Sprint processes Understanding of the underwater environment.
