Why the Work is Being Done The Restoration & Renewal programme is starting up in earnest. Given activation of the provisions in the Parliamentary Building Act 2019. The dedicated Delivery Authority which will deliver the complex, multi-billion, multi-year programme is forming. The Delivery Authority needs to be correctly configured in order to arrive at a sound business case and make the required preparations before main works commence. This work is required to define a target state, develop a target operating model and manage a strategic change of the existing arrangements into the new arrangements. Problem to Be Solved Develop an agreed target state for how the R&R Programme should be configured in the period October 2020 - October 2021. Develop the Target Operating Model, Business Process Model and Change Strategy & Plan than can be used to transition the current parties working on R&R into the new target state by October 2020. Who Are the Users All the parties working on/in R&R and those associated with the programme should be considered in scope for a change event. This is a number of around 2,000 people. As a PARTICIPENT IN THE R&R PROGRAMME, I need to WORK IN A NEW, DEFINED WAY, so that, I CAN BE PART OF THE NEWLY ESTABLISHED R&R SPONSOR BODY & DELIVERY AUTHORITY, THIER SUPPLY CHAIN & ASSOCIATED PARTIES, IN AN EFFICIENT & EFFECTIVER MANNER Early Market Engagement Work Already Done Existing Team This team will work with the Senior Leadership team of the Restoration & Renewal Programme and other members of the team to develop an agreed target state, change methodology and change strategy / roadmap Current Phase Not started Work Location Westminster, London SW1 Working Arrangments We expect the team to work onsite a minimum of 3 days, but as required for face to face meetings and engagement with the R&R Org1, Workstream 1 and R&R Data & Digital Team and suppliers. Expenses will not be paid. Security Clearance Parliamentary Security Clearance will be required. No other Government clearance is valid.
