Tender description

Westminster City Council (‘the Authority’) is seeking to appoint a strategic partner to help us build upon the work we have already embarked upon in instilling the Westminster Way. We are open to ideas and seeking a strategic partner that will bring innovation, ambition and forward thinking approaches in helping us design and enable a long lasting cultural change programme. The programme would be delivered in 2 phases: — Phase 1 is the discovery phase consisting of diagnostics, analysis and engagement, and — Phase 2 comprises of design, communication and delivery of the programme following on from the insights from Phase 1. Interventions identified in Phase 2 would be delivered by the strategic partner as well as additional organisations chosen through separate procurement exercises. The programme would be delivered in 2 phases as follows; Phase 1: Diagnostics, analysis and engagement A. Diagnostics and analysis: — understand the current culture, — establish the difference between espoused culture and lived experience, — carry out a culture gap analysis in order to tailor required interventions, — identify the step change from the ‘as is’ to the ‘to be’, — identify how success will be measured. B. Engagement and modelling: — bring the vision to life, — work with us to define a shared purpose, — create a movement and identify key influencers at all levels. Phase 2: Design, communication and delivery: A. Co-design/collaboration: — identify and co-design the programme of interventions, — collaborate with key stakeholders to identify solutions, — launch and post-launch engagement strategy. B. Inclusive Design and delivery: — design the programme to cater to the diverse needs of the organisation, — ensure all delivery is innovative, engaging, interactive and centred on the Westminster Way. C. Reflection and continual improvement: — robust evaluation of the suggested programme and activities on long-lasting culture change, with a clear demonstration of return on investment, — pre, during and post evaluation and review of the programme of activities.
