Summary of the work DCMS require a specialist IT developer to consult, develop, build and implement a small database for commercial and procurement data using Filemaker software. Specialist role Developer Expected Contract Length 2 months Latest start date Friday 14 February 2020 Maximum Day Rate £900 Who Speclialist Work With The specialist will be required to work with the DCMS Commercial team, comprised of Procurement Specialists, Contract Managers and Data analysts, to develop, build and implement the database and meet the team's needs. This will include transitioning data from google sheets and google docs into a database. What Specialists Work On A developer is required to develop and implement a cloud-based service management platform using Filemaker software. The software is required to support procurement and commercial related activities including, but not limited to, pipeline, contract database, supplier data analysis, resource tracking, reporting and workflow management, incorporated with G Suite . This requirement includes engaging with individuals in the procurement team to understand and develop requirements. Skills & Experience • The successful candidate will be an experienced IT professional. • The successful candidate must be able to engage with the procurement function to help establish requirements. • Have expertise in creating and developing databases with experience of using Filemaker software. • Ability to understand commercial systems and processes quickly and incorporate them into the project. • Comprehensive and recent experience designing and implementing service management platforms in large or similar government departments or other organisations. • Evidence of delivering at pace. • Be able to operate with autonomy, taking responsibility for their work. Nice to Haves • Excellent written and communication skills with the ability to work with colleagues with low technical experience. • Ability to be flexible when undertaking tasks, adapting to changing needs and overcoming issues. • Experience working in Central Government departments. • The specialist is innovative in their approach to problem solving. Work Location 100 Parliament Street Westminster London SW1A 2BQ Working Arrangments We require an individual to autonomously shape requirements and develop a system 2 - 3 days per week. This may be extended up to 5 days per week if practical. Security Clearance Ideally hold CTC clearence however BPSS is sufficient on an escorted pass. Hi, Our Consultant is available for the 9th of March, could you wait that long? Kind Regards We would like the consultant in place as soon as possible and before the 9th of March. The start date is currently the 14th of February. 4. Please could you confirm the IR35 status? The role is outside the scope of IR35. 5. Can the work be done remotely? There is opportunity for some of the work to be done remotely i.e. when the software is being developed. However, the individual will need to be present in the office to build requirements, implement the software and provide updates. 6. Can DCMS wait until 2nd March for a start date? Ideally, we would like the candidate to start as soon as possible. However, the application would still be considered. 7. Would you consider a candidate who would be available over the weekend? A candidate who would conduct the work on a Saturday & Sunday weekly? There is opportunity for some of the work to be done remotely i.e. when the software is being developed. It is not a problem if the individual choses to do this at the weekend. However, you would still need to be available during the week to come into the office and work with the team to build requirements, implement the software and provide updates. 8. Will security clearance be supported for this appointment? We will support BPSS clearance, which is the minimum we can accept for the individual to come onto the premises. The individual will then need to be fully escorted. CTC clearance will not be supported as it is a short-term role and clearance would not be obtained in this timeframe. 9. Given the nature of the role to Consult, develop, build and implement is 2 month a realistic time frame? What development or work has taken place already with this project? We have an existing, basic filemaker product, which we would like to be developed. It is a 2 month time frame and there is scope to increase the working days to 5 days per week, if necessary. 10. What outcome are you looking to achieve? We would like to achieve a small functioning database that is incorporated with G Suite in order to manage the commercial pipeline and act as a contract database. The database should be designed to allow the commercial team to analyse supplier data, track resources and allow reporting and workflow management. We would be looking for the developer to work with the commercial team in the early stages of the development to advise on and build requirements.
