Tender description

The proposed works will be both refurbishment and new build works across 2 separate Estates in Coventry — Spon End and Wyken. It is the intention of the contracting authority to procure a main contractor to deliver the refurbishment and new build projects across both estates. Procurement will be based on rates for preliminaries and OH&P and not a detailed scope of work. An outline scope and programme for each lot will be provided within the tender documentation. The refurbishment works will be delivered traditionally through a JCT Standard form of contract. The new build works will be delivered through a design and build route. An information day for these schemes will be held on 6.3.2020. Please contact William.Gregory@bailygarner.co.uk to register interest. We request at this stage site visits are not carried out by any interested parties. A suitable time and date for these will be arranged by Citizen Housing after the tender process has commenced. Spon End new build works The opportunity for the development of c37 new build homes has been identified which may include demolition of existing buildings. This will be determined through resident and planning consultation. The works will also involve associated public realm and landscaping works which will extend to the areas surrounding Kerry, Milestone and Trafalgar House on the other side of Windsor Street. This lot requires the main contractor to work under a design and build form of contract for the new build work. The design responsibility will sit with the contractor and they will be required to appoint their design team off of Citizen Housings approved panel. Spon End refurbishment works Refurbishment of 3 blocks (158 units) of low-rise, large panel construction flats. The flats will be occupied for the full duration of the works. This lot requires the main contractor to work under a traditional form of contract for the refurbishment work. The design responsibility will sit with the client and their appointed design team. Refurbishment works will generally include: — flat to pitch roof conversion, — new external wall insulation and render system, — window replacement, — door replacement to entrance and rear flat doors, — external decorations, — construction of new staircases and refurbishment of existing, — refurbishment and upgrade of rainwater drainage, — refurbishment of communal walkways, — mechanical and electrical services upgrade works within flats and communal areas. Design development for this scheme is currently ongoing and will potentially evolve further as it progresses. Wyken new build works This involves the demolition of Vincent Wyles House which contains 144 flats over 9 floors, which will be replaced with c93 new homes. The works will also involve associated public realm and landscaping works which will extend to the surrounding areas of neighboring William Malcom House. This lot requires the main contractor to work under a design and build form of contract for the new build work. The design responsibility will sit with the main contractor and they will be required to appoint their design team off of Citizen Housings approved panel. Wyken refurbishment works This involves the refurbishment of William Malcom House which consists of 112 flats over 14 floors. The flats will be occupied for the full duration of the works. This lot requires the main contractor to work under a traditional form of contract for the refurbishment work. The design responsibility will sit with the client and their appointed design team. Refurbishment works will generally include: — replacement of roof covering and associated works, — new external wall insulation and render system, — window replacement, — infill of external balconies, — external door replacement, — internal door replacement, — floor recovering to communal areas, — decoration of communal areas, — reconfiguration of waste management, — mechanical and electrical services upgrade works within flats and communal areas. Design development for this scheme is currently ongoing and will potentially evolve further as it progresses. This lot is a combination of the new build and refurbishment works at both Spon End (Lot 1) and Wyken (Lot 2). Please refer to the previous descriptions in Lot 1 and Lot 2 for information on each of the estates.
