Tender description

TfL has a business objective of ensuring 80 % of all Londoners’ trips are to be made, by foot, cycle or public transport by 2041. The customer marketing and behaviour change team would like to form a team of healthy streets officers to support the mayor's healthy streets initiative which aims to contribute to the achievement of this objective. The healthy streets officers will deliver activities such as: — rolling out Stars and accelerating the accreditation of Gold schools. Stars is TfL’s award-winning schools travel plan scheme that helps schools put their school travel plans into action and create a culture of change to promote sustainable travel on the journey to school, — local initiatives such as encouraging use of new infrastructure and helping to scale innovation projects across the boroughs, — national events in London e.g. walk to work week, world car free day and national bike week, — raising awareness of cycle training e.g. cycle skills training and bikeability. This procurement is for the provision of a team of healthy streets officers with varying skillsets to work on behalf of TfL alongside the London Boroughs in the following 4 main areas: — provide ongoing recruitment, support and delivery of the Stars programme, — collaborate with local stakeholders to deliver local initiatives to meet local borough needs across active travel and public transport, — deliver plans to support a defined number of national events in London such as walk to work week and car free day, — plan and increase exposure of cycle training. This team comprises the healthy streets officers. We would expect this team to cover all 4 areas, but each borough will have their own requirements in terms of how needed these areas are for their borough. Initially the ways of working would be established and optimised through the use of a 6 week mobilisation period with one borough (borough TBC) to ensure effectiveness. This initial period will focus on the areas outlined in this tender but with an emphasis on recruitment of schools for the Stars programme.
