Tender description
North Lincolnshire Council and North East Lincolnshire Council are seeking to establish a framework arrangement for the provision of road condition survey services. The framework will consist of 4 lots: Lot 1: SCRIM surveys; Lot 2: Deflectograph surveys; Lot 3: Scanner surveys; Lot 4: Visual surveys. The principal requirement of this survey is to provide skidding resistance information to allow effective implementation of the highway authority’s SKID Policy. The supplier will be responsible for providing the SCRIM survey vehicle, together with suitable and adequate hazard warning signs and lights on the vehicle, and provide any other additional traffic control and warning signs as necessary. The principal requirement of these surveys is to provide information on the structural condition of the highway network to enable effective design of treatment options to be determined. The supplier will be responsible for providing the deflectograph survey vehicle, together with suitable and adequate hazard warning signs and lights on the vehicle, and provide any other additional traffic control and warning signs as necessary on all single carriageways. The principal requirement of these surveys is to monitor the condition of the highway network and to locate and prioritise potential maintenance schemes. They will also be used to determine asset valuation and asset management plan requirements. The supplier will be responsible for providing the scanner survey vehicle, together with suitable and adequate hazard warning signs and lights on the vehicle, and provide any other additional traffic control and warning signs as necessary. Visual surveys will include Annual Engineers Inspection (AEI), Coarse Visual Surveys (CVI), Detailed Visual Surveys (DVI) and Footway Network Surveys (FNS). The principal requirement of these techniques will be to monitor the condition of the unclassified road network and the footway network and to locate and prioritise potential maintenance schemes. They will also be used to determine asset valuation and asset management plan requirements. The supplier will be responsible for providing the survey vehicles, together with suitable and adequate hazard warning signs and lights on the vehicle, and provide any other additional traffic control and warning signs as necessary.
