Tender description
Torbay Council (TC) is embarking upon a new and innovative way of commissioning and procuring services for people who currently have to access multiple services to meet their support needs. The Council would like the local system to improve the lives of people by supporting the whole person whilst also contributing to national strategic objectives in relation to: • Homelessness; • Children in care and care leavers; • Drug and alcohol treatment; • Reoffending rates; • Domestic and sexual abuse; • Preventing admissions to hospital; and • Urgent care targets. TC have been exploring an Alliance commissioning model as a way of achieving their common goals. In Torbay we have experience of alliances in the area of street homelessness where we have formed an alliance around delivery of government funding and Housing First. This work will contribute to informing the future model for commissioning and delivery of a number of services in Torbay which include drug and alcohol, homelessness and domestic abuse and sexual violence services. Following 4 successful engagement events held during 2019, we are now inviting stakeholders and providers of drug and alcohol, homelessness and domestic abuse and sexual violence services to express their interest informing part of the Alliance and, if so, which procurement approach to form a Multiple Complex Needs Alliance in Torbay from the options shown below would be your organisation's preferred option. The Authority is seeking expressions of interest to establish whether it will procure the Lot 1 option or the Lot 2a,2b and 2c option. Please see the options within 'Additional Details' below. Additional information: Procurement of a whole (unified) Alliance by the Council - Lot No: 1: Providers self-select other partners to form an Alliance and submit a collective bid to deliver all services. The Council procures the most appropriate Alliance as a whole. The Alliance will include organisations capable of providing adult substance misuse treatment services, homeless hostel and domestic abuse and sexual violence services. Adult substance misuse treatment - Lot No: 2a: Commission Alliance members via separate service procurements. Each service in the Alliance is separately procured. Providers will have to bid for their service area. This Lot would relate to provision of Adult substance misuse treatment services: Community Alcohol Service, Community Drug Service, Specialist detoxification from Drugs and/or Alcohol, Supervised consumption from pharmacies, Steps forward programme (volunteering), Drugs boxes, ASC funding for community rehab, Harm reduction services including testing and vaccination for Blood Bourne Viruses (BBV), Naloxone and Needle Exchange. Domestic abuse and sexual violence services - Lot No: 2b: Commission Alliance members via separate service procurements. Each service in the Alliance is separately procured. Providers will have to bid for their service area. This Lot would relate to provision of domestic abuse and sexual violence services, Crisis/safe accommodation and Outreach support, MARAC Independent Domestic Violence Advocacy, Recovery/support programmes for victims, survivors and their children, Work with perpetrators, Peer support group, No commissioned sexual violence service however demonstrated demand for a local service. Homeless Hostel - Lot No: 2c: Commission Alliance members via separate service procurements. Each service in the Alliance is separately procured. Providers will have to bid for their service area. This Lot would relate to provision of a Homeless Hostel. 28 bed supported accommodation for people who have been street homeless. Responding to this Expression of Interest: Please send your expression of interest to form part of the Alliance and any feedback relating to which procurement approach your organisation would prefer to adopt, via the 'Messaging facility on Supplying The South West (ProContract) portal, no later than Monday 24th February 2020 Please use the attached 'EoI and Preferred procurement option' form, to do this. The result of this EOI and preferred option will be publicised on the portal week commencing 2/3/2020.
