<p>Community Led Local Development (CLLD)</p> <p>The People Enabling Area Transformation (PEAT) Project</p> <p>&bull; Mid- Term Evaluation</p> <p>&bull; Final Evaluation</p> <p>&bull; Summative Assessment</p> <p>The PEAT Project will commission activity through a series of open funding calls via a delegated grant scheme. Activities are intended to contrast with, add value to and complement, but not duplicate, mainstream provision in the programme area. To deliver CLLD in the eligible areas of the Wakefield District, the Local Action Group is comprised of local public, private and voluntary and community sector representatives, who will bring forward and fund projects identified through the Local Development Strategy. LAG members have been carefully selected to represent a breadth of knowledge and experience ranging from the successful delivery of grant funding and operation of community buildings to embed and ensure understanding of their local neighbourhoods and their needs. LAG members were recruited via an open application process.</p> <p>Wakefield&rsquo;s PEAT Project is a Community Led Local Development (CLLD) Programme that will run until 2022 in the areas of Airedale, Castleford, Ferrybridge, Havercroft &amp; Ryhill, Kinsley &amp; Fitzwilliam, South Elmsall &amp; South Kirkby and Hemsworth. The project specifically focuses on the most deprived areas of the district with 23 out of the 30 lower super outputs areas designated as within the 20% most deprived (10 of which fall within the 10% most deprived). The six neighbourhoods within CLLD present a multiple area intervention, comprising of one natural community sharing very significant economic, geodemographic, cultural and social commonalities.</p> <p>The PEAT Project Local Development Strategy (LDS) responds to needs across the six neighbourhoods that have been identified by the Local Action Group (LAG) and will deliver a five year programme of interventions to address the key intertwined deprivation issues and community needs.</p> <p>These are:</p> <p>&bull; Low level of education and skill attainment</p> <p>&bull; Lack of access to employment and skills development opportunities</p> <p>&bull; Lack of job progression amongst some cohorts</p> <p>&bull; Lack of self-confidence and ambition of residents and business owners.</p> <p>Certain elements of the community have been &lsquo;left behind&rsquo; following the transformation of traditional industries and, although there has been significant investment in the target areas, many of the residents have proved to be beyond the reach of traditional employment and learning programmes.</p> <p>PEAT is a delegated grants scheme, funded by European Regional Development Fund (ERDF) and European Social Fund (ESF). PEAT provides grants to voluntary organisations, groups and businesses to deliver projects that will fuel community and business growth, support enterprise and help those furthest from the labour market access opportunities.</p> <p>The PEAT Project was shaped by active involvement from residents, community groups, service providers and organisation representatives living and working within the eligible area. The LDS sets out what the CLLD community want to achieve over the delivery period. This outlines the participants, outputs, themes and objectives. The Strategic Objectives for the PEAT Project are as follows:</p> <p>1. Business Support and Workforce Development (ERDF)</p> <p>2. Connecting by Removing Barriers (ESF)</p> <p>3. Hard to Reach Engagement (ESF)</p> <p>4. Developing Third Sector Capacity (ERDF)</p> <p>5. Innovative Solutions Fund (ERDF/ESF)</p> <p>The LAG will oversee the vision for the PEAT Project and is responsible for monitoring progress (delivery of outputs, outcomes and expenditure against a planned profile), with support from the Accountable Body (AB), Wakefield Council. It has responsibility for the leadership, implementation, monitoring and review of the LDS, and is responsible for taking all major decisions affecting its successful delivery, including decisions on the allocation of funding to projects to achieve the LDS objectives. The LAG is a dynamic body which will adapt to the changing and emerging local needs of the CLLD Programme area as work progresses, throughout the lifetime of the Programme, and is responsible for the Local Development Strategy under the authority of the AB.</p> Keywords: Transformation, Enabling, Community, Development, Summative, Assessment
