Tender description

Introduction Social Care Wales alongside key partner agencies, is committed to supporting children and families in achieving the best and safest outcomes possible. To do this, families and children need to be supported at an early stage, in a holistic way drawing upon the strengths of the family and child and supported by voluntary and statutory organisations. Any approaches and model needs to move beyond a focus on statutory social service departments and consider what cross agency working and changes need to happen to bring about more effective holistic and timely support. This support needs to be aligned to an agreed set of principles and values which together bring about a response for children and families which is greater than the sum of individual organisations contributions. It needs to pay due attention to the risks, rights and responsibilities of individuals and state representatives in achieving the best possible outcomes for families. We see children and families as being at the heart of practice and being partners whenever possible in identifying and bringing about sustainable solutions in their lives. This ambition is set out clearly in both the Social Services and Well-being (Wales) Act and the Well-being of Future Generations (Wales) Act 2015. Requirements Social Care Wales wish to consider and scope i) what a comprehensive strengths based multi agency preventative model would need to look like in coming years and the principles that underpin such a model ii) what would need to happen over the next 5 years at a local, regional and national level to bring such a model about iii) what are the key elements a multi agency programme would need to address to take forward this change – this should include programme priorities; key partners and role; investment needs; key stages and outcomes anticipated Aims and objectives The aim would be to deliver a credible and thorough scoping document, underpinned by interviews, sound evidence based practice, and research and data which could be built on to describe a long term preventative model for children and families. The principles underpinning such an approach and model are outcome focused, underpinned by safeguarding considerations and restorative in their nature whenever possible. An understanding of how wider state intervention and support needs to contribute to keeping families safely together for as long as possible. Key partners would be consulted and there would be agreed recommendations in terms of culture shift that would need to happen to bring about collective change. The document would position Social Care Wales to further develop or advise government a more detailed model and approach for the future and a proposed programme to achieve this change.
