Tender description

From the 4 January 2021, Kent County Council will implement a Heavy Goods Vehicle parking enforcement traffic order for the following seven (7) district/boroughs within the county: • Ashford, • Canterbury, • Dover, • Folkestone and Hythe, • Maidstone, • Swale, • Thanet. This will support the Kent-wide traffic management and border readiness plans for the post EU Exit transition period which will come into force for 1 January 2021 onwards. Under the traffic order, as the enforcement authority, Kent County Council is permitted to clamp HGVs on their first offence and also are permitted to charge an increased clamp release fee. To enable this service, there are two separate elements that need to be mobilised parking enforcement traffic order: • The Civil Enforcement Service, • Back Office Support (this notice). Implement and mobilise a Civil Enforcement Service ready for implementation from the 4 January 2021. This will be supported by a ICT back office contract to enable the Heavy Goods Vehicle enforcement service being delivered. The main elements of this service are (but not limited to): • software provision for the civil enforcement officers to implement clamps and penalty charge notices including mobile device access; • provide an end-to-end dispatch and control service; • supply hardware and support for service period; • create reports as required during the service provision.
