This is a prior information notice with an intended future call for competition, its purpose is to make the market aware of Wirral Council’s commissioning plan for this service. Wirral Council is preparing to re-commission their Stop Smoking Service in the next few weeks as the current contract expires at the end of September 2021. The aim of the stop smoking service is to provide an evidence-based specialised support service for people wanting to give up smoking with expertise to deliver person-centred support that is flexible, effective and accessible. The service will also support people that wish to use e-cigarettes to assist their quit. The service will provide quitting support for clients using shisha, smokeless tobacco e.g. paan, gutkha and nass or nicotine containing products, e.g. electronic cigarettes, to become tobacco and nicotine free. The objectives are to provide a specialist stop smoking service for Wirral that: • offers timely, accessible and evidence- based personalised treatment and behavioural support to people who want to quit smoking; including people who wish to quit using e-cigarettes; • offers support to people to who want to quit through a harm reduction model; • offers tailored advice and support to meet the needs of key target groups, e.g. young people, pregnant women; people with poor mental health, BAME communities, people with a long term condition and /or a disability/s and people living in the most disadvantaged communities; • works collaboratively with maternity unit teams and associated services to effectively and robustly support women who continue to smoke during pregnancy and post-partum; • provides training and support for non-specialist smoking cessation providers to enable staff to provide brief stop smoking advice and make direct referrals into the service; • works collaboratively with commissioners and other providers to develop consistent and effective pathways of support, for example NHS services, which will be offering stop smoking interventions as part of routine clinical care as outlined in the NHS Long Term Plan. The outcomes of the service will be: • a reduction in smoking prevalence and the number of tobacco users across Wirral; • provision of personalised, specialist support that achieves quits amongst the following priority groups: — routine and manual workers, long-term unemployed and never worked groups; — pregnant women and their partners; — people living in the most deprived wards; — black and minority ethnic communities; — people with a diagnosed mental health condition; — people with long-term conditions, such as chronic obstructive pulmonary disease (COPD), diabetes, coronary heart disease (CHD) and asthma; • achieve harm reduction amongst people who are not yet ready to quit; • achieve long term quits amongst key priority groups; • increased awareness about harms of tobacco smoke and using e-cigarettes amongst children and young people; • build capacity through training to deliver stop smoking advice across Wirral. The contract shall be for a term of 5 years from the service start date with the possibility of extending the term by another 24 months beyond the initial contracted term. The anticipated contract start date is 1 October 2021 and the anticipated annual value will not exceed GBP 697 000. The terms and conditions of the service will reflect those contained in the public health services contract.
