Tender description

Regulation 32 exempt: 32(2)(b)(ii) whereby competition is absent for technical reasons. HSE asserts its belief that the organisation Local Authority Building Control is the only economic operator in the EU that is capable of supporting HSE in respect of its building safety regime in accordance with the requirement to maintain their evidential integrity. The building control Departments of Local Authorities in England will be key regulatory partners in the new building safety regime. HSE does not currently have access to the skills, knowledge and experience within these departments to enable the creation and implementation of an effective and pragmatic regime within the timescales envisaged in the draft legislation and by ministers. We urgently require support from local authority colleagues and normal recruitment or tendering processes would introduce considerable delay. Therefore, HSE has contracted with the organisation Local Authority Building Control to access the support of l.
