Tender description

A Single Stage (“Open”) Tender using an ‘accelerated procedure’ in accordance with the terms of the Public Contracts (Scotland) Regulations 2015 and in line with the relevant parts of Scottish Procurement Policy Note (SPPN 5/2020) “Coronavirus (COVID-19): supplier relief”, to establish a framework agreement for the provision of support services to undertake research and gather key insights into potential future waste and resource management policy interventions in Scotland. Zero Waste Scotland wishes to establish a framework agreement with a single Contractor for the provision of support services to undertake research and gather key insights into potential future waste and resource management policy interventions in Scotland. Support may be requested in relation to the identification of costs and implementation timetables, assessment of environmental effectiveness, decisions on scope, and identification of relevant international contacts for a range of waste and resource management interventions. When considering international options and best practice, transferability of learnings to a Scottish context will be a key consideration. The Contractor will use their skill and experience to design an effective and affordable response to any call off request issued by Zero Waste Scotland.
