Tender description

To commercially operate the R&D Building by identifying multiple suitable incubator tenants to whom they will sub-let the building in various sized working spaces along with providing a management service and maintaining the building for those tenant under a service agreement. Description of the procurement: the CPCA, in partnership with a co-investor, has established Peterborough R&D Property Ltd (‘the Company’) which is designing and building a Research and Development building with an anticipated circa 3 283 m2 building which will need to be completed and fully operational for 2 September 2022. A commercial operator will be granted by the Company a lease of the building (the top floor of which will be subject to a sub-lease to the co-investor). The commercial operator will be required to maintain the entire building and manage the rental of the ground and first floors for a period of 5 years (which may but is not guaranteed to be extended for a further term of 5 years). The building will be constructed on the former Wirrina Carpark on the Embankment site, Peterborough and will sit within the overall campus designated for the new University of Peterborough and as such the successful commercial operator will need to work with the appointed Higher Education Provider to ensure the overall aims of the University projects are being achieved and that the overall campus is suitably maintained. The development has been developed to a RIBA 2 level of detail based on Category A design; which will be further developed to RIBA 3 for submission of planning at the end of January 2021. The co-investor's space on the top floor will be developed to Category B level of fit out by mid April 2021. The building will be fully operational for September 2022 with Category A fit out to the ground and first floors by this date. The commercial operator will be required to manage the rental of the ground and first floors to knowledge intensive start-up businesses and businesses engaged in research and development. The co-investor will pay to the commercial operator a service charge in respect of its occupation of the building and use of any common space, on a proportionate basis. The Company (of which CPCA and the co-investor are shareholders) would lease the building to the procured commercial operator, with an initial rent free period of 5 years and in accordance with State Aid rules. This is to facilitate the mobilisation of the building and allow time to curate a high quality community of firms involved in R&D on topics related to net-zero technologies (which shall be a requirement of the procured service) whilst delivering a fully managed provision.
