Prior Information Notice (PIN) to alert economic operators to the proposed sale of landfill space for their disposal of waste at Ballaghveny landfill

Tipperary County Council’s (TCC) Environment and Climate Action Section under its waste management function within the county, will in the coming weeks issue a call to interested economic operators within the waste sector for competition to pre-purchase empty space for their disposal of waste(s) at TCC’s Ballaghveny landfill at Woodville, Ballymackey, Nenagh, Co. Tipperary, E45 V271. TCC will publish a call for competition in Q1 of 2021 on www.etenders.gov.ie, and if appropriate, in the Official Journal of the EU (OJEU). Ballaghveny landfill will reopen in Q2 of 2021, for the acceptance and disposal of non-hazardous waste. The licence W078-03 allows the acceptance of up to 49,000 tonnes per annum of non-hazardous waste such as municipal and commercial waste (MSW); construction and demolition (C&D) waste; etc. It is envisaged up to 44,000t/a will be made available to the market to dispose of waste for the next five years. A List of Waste (LoW) codes* for non-hazardous wastes that may be accepted at the landfill are: 17 05 xx non-hazardous- soil, stones and dredging spoil 19 05 xx wastes from aerobic treatment of solid wastes 19 12 12 waste from the mechanical treatment of waste 20 03 xx mixed municipal waste, etc. *Not all codes within the category ending in xx may be accepted and other codes may be suitable for acceptance. In order to guarantee this empty space for sale, TCC will establish a multi-party framework of economic operators under the concession’s directive. The establishment of the framework will be based on an initial call for competition. TCC is issuing this Prior Information Notice (PIN) to alert economic operators to the proposed sale of landfill space. This is not a call for competition and no tender documents are available now. The process will not be utilised in order to preclude any future competition to be conducted by TCC.
