Tender description

This framework will be for the supply of two lots. Lot 1 will be for the supply of traditional covers and frames. Lot 2 will be for single man lift covers as per the scope specification document. The scope will require supply of traditional cover and frames in addition to cover only for fire hydrants. Cover and frames, (including Manhole, Toby, SV, FH covers, etc.) should be to BS EN 124 (or agreed equivalent) and be compliant with CD 534 in according with the following classifications: • B125 for footways, pedestrian areas and comparable areas; • C250 for car parks or similar; • D400 for carriageways (Minimum depth of frames for NRSWA road categories are shown in Appendix XI of Sewers for Scotland); • E600/F900 where required for abnormally high loadings. C&F’s shall be of a non-rocking design which does not rely on the use of cushion inserts. C&F’s are to be compatible with a flowable mortar as per SW installation guide. MHC&F’s that utilise a double triangular cover should have factory installed retaining bolts as a safety feature to prevent accidental injury. MHC&F’s Vented and lockable covers should be available. MHC&F’s shall have safety grids or sealing plate available on request. MHC&F’s with a clear opening exceeding 1 m2 shall provide minimum performance as stated in BS EN 124. All works need to comply with the New Roads and Street Works Act 1991 (NRSWA) as amended by the Transport (Scotland) Act 2005. Bidders will be required to provide pricing for each range of cover in their portfolio, however the final commercial evaluation will be based on the range of covers that most closely meet the technical requirements. The technical requirements and scoring criteria for sample covers are as follows: Installation • levelling features are available; • levelling mechanism is straightforward and easy to use; • levelling feature has an adjustable mechanism; • installation manuals are well-presented and easy to use; • Cover must be suitable for single-person lift; • one person can open the cover using standard lifting keys; • no specialised tools are required for single-person lift; • maximum 25 kg lift per cover piece; • covers can be opened via a hinge mechanism and can be locked open.
