Tender description

The University of Southampton is looking to grow international student numbers and we have set challenging recruitment targets for the next five years. Successfully developing the international market, specifically at Undergraduate level, for recruitment to on-campus provision is essential to achieving these targets. Based on solid research and our experience in-market, the University has identified India and South East Asia as key areas of strategic priority for international recruitment. A key element of the new recruitment strategy is to use an in-country ‘managed service’ to allow us to expand coverage. The University is therefore seeking a managed service solution specifically for the provision of the recruitment, selection and induction of dedicated qualified staff to be located within country, the supervision of those staff to be delivered by an Account Manager and the provision of office space and associated business support and services. The University of Southampton is looking to grow international student numbers and we have set challenging recruitment targets over the next five years. Successfully developing the international market, specifically at Undergraduate level, for recruitment to on-campus provision is essential to achieving these targets. Ensuring that this growth is sustainable is also critical. Based on solid research and our experience in-market, the University has identified the following country and region as key areas of strategic priority for international recruitment: India, around which the University has recently launched a dedicated Centre of Excellence and South East Asia, in which half of the University’s priority countries for recruitment are located. A key element of the new recruitment strategy is to use an in-country ‘managed service’ to allow us to expand coverage within and access to markets e.g. in India, extending our reach to Tier 2 and 3 cities. This will also allow us to maintain stronger management of and engagement with our network of agents, raising awareness of University of Southampton programme offerings and increasing our brand visibility. The University is now inviting expressions of interest for this managed service; specifically, for the provision of: the recruitment, selection and induction of dedicated qualified staff to be located within country: India: Initially one (1) staff member, to be focused on recruitment, with experience and skills supporting digital marketing activities. This activity may grow in the future. SE Asia: One (1) staff member to be focused on recruitment across Malaysia, Thailand, Singapore, Indonesia, Vietnam, Brunei, Philippines, Myanmar, Cambodia, Laos, Timor Leste. Again, with experience and skills supporting digital marketing activities. This service will include the supervision of the above members of staff to be delivered by an Account Manager and the provision of office space, and associated business support and services. Procurement Process: The University is conducting this procurement using the Open procedure in accordance with the requirements of the Public Contracts Regulations 2015 (PCR 2015) for the purpose of procuring the services described in the Specification. Contract Period: The University proposes to enter into a Contract for 4 years – this will be the maximum contract period, including any potential extensions with the successful tenderer(s). This will comprise of an initial contract period of 3 years with an option to extend by a further 1 year subject to satisfactory performance and at the discretion of the University. Contract Value: The estimated annual contract value is approximately GBP 120 000 (excluding VAT). The estimated value of the initial three-year contract term is approximately GBP 360 000 (excluding VAT). The estimated value of the one year extension period is approximately GBP 120 000 (excluding VAT). It is estimated, therefore, that the total value of this contract will be in the region of GBP 480 000 (excluding VAT). Please Note — there is a possibility that the University may wish to increase the resource provided under this contract and therefore the total contract value may increase in the future. For the purposes of of the value stated in II.1.5) above, the calculation includes increased capacity for possible additional resource.
