Tender description
Portsmouth City Council, the 'Council', is inviting registrations from GP surgeries and pharmacies located within the Portsmouth City boundaries for the provision of Locally Commissioned Services (LCS) through the establishment of a Dynamic Purchasing System (DPS). These health services provide a response to local health needs and priorities delivering provision in the areas of sexual health, smoking cessation, NHS Health Checks and substance misuse (alcohol and drugs). Services will be commissioned from the DPS from 1 April 2021 which will run for an initial term of 4 years extendable thereafter on a rolling basis without limitation. Based on current demand/funding — which may be subject to significant change — spend via the DPS may be in the region of GBP 550 000 per annum. Whilst DPS registration will remain open on a continual basis suppliers are encouraged to submit registrations by 20 January 2021 12.00 via InTend to allow for effective launch of the new arrangements. Portsmouth City Council, the 'Council', is inviting registrations from GP surgeries and pharmacies located within the Portsmouth City boundaries (postcodes PO1-PO6) for the provision of Locally Commissioned Services (LCS) through the establishment of a Dynamic Purchasing System (DPS). LCS provision is concerned with health services which provide a response to local health needs and priorities, sometimes adopting national service specifications, and ensure additional local provision in the areas of sexual health, smoking cessation, NHS Health Checks and substance misuse (alcohol and drugs), some of which are mandated services. The Council is seeking to include all GP surgeries and pharmacies within the City where the range of public health services will be made available to the general public. The key objectives of the service is to provide access to appropriate advice, information and interventions regarding the following rage of public health services: • alcohol brief interventions, • supervision consumption, • needle exchange, • emergency contraception, • LARC, • health checks, • smoking cessation. Services will be commissioned from the DPS from 1 April 2021 which will run for an initial term of 4 years extendable thereafter on a rolling basis without limitation. Based on current demand/funding — which may be subject to significant change — spend via the DPS may be in the region of GBP 550 000 per annum. Whilst DPS registration will remain continually open, suppliers are encouraged to submit registrations by, and ideally in advance of, the date stated below to allow for effective launch of the new arrangements. Once in operation only suppliers who have registered via the DPS will be able to offer and claim back costs for LCS services following expiration of the Council's current LCS framework agreement on 31 March 2021. The programme for establishment of the DPS is as follows: Call for competition published: 16 December 2020 Deadline for clarification requests: 15 January 2020 DPS registration preferred submission deadline: 29 January 2021 12.00 Commencement of DPS LCS draw down: 1 April 2021. Registrations are to be submitted via the Council's e-sourcing solution InTend which will be used to administrate the establishment and management of the DPS, the system is accessible via the link below: https://in-tendhost.co.uk/portsmouthcc/aspx/home Suppliers who submit registrations after the preferred deadline will be required to alert the Council via In-Tend correspondence, through PharmOutcomes/Outcomes4Health and via e-mail to the contracts team. New registrations will generally be assessed on a monthly basis. LCS funding is dependent upon local and national funding provisions and the Council may alter how funds are directed on both a service type and geographic basis. Services will be drawn down as required by service users after which suppliers will be required to submit claims for payment to cover service costs. The Council will reserve the right to suspend new applications for the DPS for certain service elements or as a whole in response to changes in funding provision, demand or general strategic direction. The per annum value of the DPS has been based on current usage so should be viewed only as indicative and may be subject to increase or decrease subject to funding provision and demand for services. The total contract value has been calculated in accordance with Regulation 6 (19) (b) of the Public Contract Regulations 2015 and it should be noted that this is based on a 4-year period only. As the DPS will be continually open spend on services will not be constrained by the indicative values stated. The Council may vary the scope of LCS services covered by the DPS by both technical scope and/or volume in order to meet any required changes in funding provision, service delivery and customer demand in accordance with Regulations 72 1) a) and e) of the Public Contracts Regulations (2015).
