Tender description
The provision of fire alarm maintenance in line with the requirements of BS 5839 at Doncaster Royal Infirmary. The agreement includes planned maintenance, 100 % fire detection device testing, 24/7 cover for reactive call outs under fault conditions, and technical advice and support to the Trust to facilitate ongoing fire improvement works. Automatic fire detection at Doncaster Royal Infirmary is provided by a Static Systems fire alarm that utilises closed protocol technology. As a result, third parties are not able to access, modify or commission the fire alarm software or network infrastructure. Automatic fire detection at Doncaster Royal Infirmary is provided by a static systems fire alarm that utilises closed protocol technology. As a result, third parties are not able to access, modify or commission the fire alarm software or network infrastructure. DBTH wish to award the contract for a period of 3 years to secure pricing that will not attract any increase over the duration, commencing in January 2021. Additionally, at least three different generations of fire alarm system are installed at Doncaster Royal Infirmary. Older generation technology is now obsolete and no longer manufactured. This means that access to spare parts is limited, and the Trust wishes to retain an ongoing service contract with Static Systems as the manufacturer to ensure the ongoing availability of parts so as to avoid a critical system failure under fault conditions. The fact that there are multiple generations of fire alarm in use at Doncaster also means that the network architecture is complex. There are two different fire alarm networks operating across the site which are linked via a Static Systems ‘head end’ that also utilises closed protocol technology licensed by Static. Subsequently, it is impractical for this service agreement to be held by a third party as they would need to subcontract much of the work to Static Systems to ensure a satisfactory resolution to many of the issues that the Trust faces on a regular basis. Furthermore, the requirement to sub-contract risks delays in fault resolution and system changes, which would be unacceptable in live acute hospital environment. A programme of extensive fire safety improvement work is underway at Doncaster Royal Infirmary, which includes work to modify the automatic fire detection system in various areas across the site. Due to the complex nature of the existing fire alarm architecture and the obsolescence of some of the technology on site, this aspect of the fire safety improvement works is very challenging. Static Systems Group have been the Trust’s fire alarm service provider for numerous years, and as a result they retain invaluable knowledge about the existing system and the measures required to ensure the ongoing operation the fire alarm system. By retaining a partnership with Static systems Group the Trust will continue to benefit from the technical advice required so that engineering solutions can be developed to allow older obsolete legacy technology work alongside more modern fire alarm systems installed as part of the improvement works.
