Tender description
The purpose of this Invitation to Tender (ITT) is to provide Bidders with sufficient information to enable them to compile a comprehensive response that meets the Procurement requirements for either or both of the following lots: Lot 1(a-h): Direct access non-obstetric ultrasound service (NOUS) — estimated contract total, including any potential extensions, is GBP 30 million. Lot 2(a-c): Direct access magnetic resonance imaging (MRI) head and neck service — estimated contract total, including any potential extensions, is GBP 4 million. This is a joint Procurement, with NHS Salford CCG, NHS Manchester CCG, NHS Stockport CCG, NHS Bury CCG, NHS Bolton CCG, NHS Oldham CCG, NHS Heywood, Middleton and Rochdale CCG and NHS Tameside and Glossop CCG acting as the contracting authorities and responsible for managing the contracts. This direct access non-obstetric ultrasound (NOUS) service will aid early diagnostics and avoid the need for unnecessary referral to secondary care. It will ensure a local service with staff qualified to appropriate levels of skill and experience, using equipment which complies with the most up-to-date guidance set by the Royal College of Radiologists, connection to NHS image transfer solutions, the ability to integrate with the e-Referral Service, robust performance management systems and stringent levels of clinical governance. The contracting authorities (NHS Bury CCG, NHS Bolton CCG, NHS Heywood, Middleton and Rochdale CCG, NHS Manchester CCG, NHS Oldham CCG, NHS Salford CCG, NHS Stockport CCG and NHS Tameside and Glossop CCG) are inviting tenders from the market for the provision of services intended to commence 1 October 2021, under an initial 3-year contract, with the option to extend for a further period of up to 2 years under a 3 + 2 arrangement, up to a maximum term of 5 years (1 October 2021 until 30 September 2026), subject to any restrictions placed nationally by NHS England or the Department of Health and Social Care and shall award Contracts to the two highest scoring, compliant, bidders within each locality (sub lots a-h), identified as the most capable in terms of delivering the highest quality service, at the agreed tariff. The contracts will be zero value, with no guaranteed minimum activity or funding levels. Bidders wishing to express an interest in participating in this Invitation to Tender (ITT) should register their interest on the EU-Supply Website to access the documentation using reference 42572. An advert has also been placed on contracts finder. The NHS supports the need to develop improved access to diagnostic tests as part of the drive to reduce waiting times and improve choice options for patients. Magnetic resonance imaging (MRI) scanning has become an increasingly important and widespread imaging tool since its introduction to the NHS. The need to develop community based diagnostic services is supported by the Royal College of Radiologists and Royal College of General Practitioners as part of a service strategy to improve access to tests and ensure these tests are delivered at the right stage of the patient care pathway. The contracting authorities (NHS Heywood, Middleton and Rochdale CCG, NHS Manchester CCG and NHS Tameside and Glossop CCG) are inviting tenders from the market for the provision of services intended to commence 1 October 2021, under an initial 3-year contract, with the option to extend for a further period of up to 2 years under a 3 + 2 arrangement, up to a maximum term of 5 years (1 October 2021 until 30 September 2026), subject to any restrictions placed nationally by NHS England or the Department of Health and Social Care and shall award contracts to the two highest scoring, compliant, bidders within each GM locality (sub lots a-c), identified as delivering the overall best value for money service. The contracts will be zero value, with no guaranteed minimum activity or funding levels.
