Tender description

Moray Council wish to appoint a multi-disciplinary Design Team to secure full planning consent and listed building consent for the refurbishment and extension of Elgin Town Hall. The team will be required to prepare and submit the design and associated infrastructure and landscaping proposals, with supporting information and reports required for the planning and listed building applications and any additional work required to ensure successful consents being granted. 1.1 The Cultural Quarter project is one of the 8 projects being supported through the Growth Deal and aims to create a vibrant Cultural Quarter in the heart of Elgin, which will serve the whole Moray community. The Cultural Quarter project has key three elements; 1) Refurbishment of the currently vacant listed category B Grant Lodge to create a high quality heritage attraction, aiming to increase the number of visitors to Moray and to encourage people to stay longer in the area. The centre will link with the work on Moray’s Great Places www.moraysgreatplaces.com 2) Refurbishment, extension and rebranding of Elgin Town Hall to house a multi-purpose theatre/ performance space and other multi- functional spaces to support the theatre and to provide suitable spaces for a creative industries centre for Moray. 3) Provision of a high quality hotel to be privately funded to address a much-needed and long acknowledged market gap in the region’s tourism infrastructure. 1.2 This brief covers the second element of the Cultural Quarter project and Moray Council wish to appoint a multi-disciplinary Design Team to secure full planning consent and listed building consent for the refurbishment and extension of Elgin Town Hall. The team will be required to prepare and submit the design and associated infrastructure and landscaping proposals, with supporting information and reports required for the planning and listed building applications and any additional work required to ensure successful consents being granted. The team will also be responsible for preparing a transport assessment for all the above elements of the Cultural Quarter project, including potential network changes, cumulative car parking changes and active travel connections to the City Centre. 1.3 The team will be required to work with other consultants who are progressing other elements of the Cultural Quarter project, including attendance at 2 workshops in April and June. Timeline PIN – Expressions of Interest Closes 15 January 2021 Advertise projects: 22 January 2021 Submission deadline: 19 February 2021 Evaluation complete: 26 February 2021 Contracts commence: 12 March 2021 Study start 22 March 2021 Proposed workshop 1: 26 April 2021 Proposed workshop 2: 28 June 2021 Study complete/consents submitted 12 November 2021 The above is indicative and may be subject to change Moray Council are also issuing Prior Information Notices for the following: 180423 Moray Growth Deal Grant Lodge - Design Team 180424 Moray Growth Deal Cooper Park Improvements — Design Team 180425 Moray Growth Deal Dallas Dhu — Design Team If you are interested in more than one of these projects at this stage, only one response is required detailing answers for each project you are interested in. Organisations not engaging at this stage are not precluded from submitting a bid during the tendering stage. Moray Council would like to engage with the market asking that you respond to the following questions by emailing procurement@moray.gov.uk by 15 January 21. 1) Please advise which of the projects you are interested in. If you are not interested in particular projects, please advise why? 2) Are the business aims realistic? Is the business attractive? 3) What do you see as the risks? 4) What are the major cost drivers and how can these be minimised? 5) Do you have the capacity to meet project timescales? 6.)Are there other, better approaches? 7) What added value, in terms of sustainability, you provide related to this contract? 8) How can you provide added value in terms of community growth? 9) Can you share examples of good or bad practice in terms of how others have tried to secure these services. 10) What can we do to ensure clarity and improve the tendering process for potential suppliers?
