Tender description

In 2017 the ScotRail Alliance commissioned Nick Donovan, a former Managing Director of Trans Pennine Express train operating company, to undertake a review of ScotRail operations and processes and recommend improvements to help lift Public Performance Measure (PPM) to Transport Scotland’s target of 92.5%. The report, named The Donovan Report, was published in March 2018 and made 20 recommendations to improve ScotRail’s performance. The ScotRail Alliance pledged to implement all 20 recommendations. Recommendation 10 from the Donovan report is: “Build a ScotRail network-wide performance model, including both unit diagram and crew diagram dependencies” Presently, when building an Operational Plan model/simulation, rolling stock can be included if the information is available, however, the process in doing so is time consuming and needs significant improvement. Crew diagrams are not taken into consideration at all. The objective of the Donovan 10 recommendation is to be able to performance model every change that takes place in Scotland’s network, whether it be to infrastructure, train crew or rolling stock. This will allow a greater understanding of what effect changes will have on performance enabling evidence based-business decisions to be taken at the correct time. Additionally, this will enable opportunities to improve PPM to be considered, with a model that will allow ‘what if’ scenarios to be tested and appraised. This project will examine feasibility of the Donovan 10 requirement as well as developing an optimised crew and stock level, identify options to fulfil the business needs and deliver an outcome that would enable building performance models that combine infrastructure information, rolling stock diagrams and crew diagrams into Train Timetables.
