Tender description

Tipperary County Council (the Contracting Authority) intends to enter into a multi-party Framework Agreement for pavement and associated works on public roads and streetscapes based on a suitability assessment and schedule of rates pricing document. Typically, the value of contracts under this framework will range from €50,000 to approximately €1,000,000 (inclusive of VAT). It is estimated that the number of work contracts in a year is unlikely to exceed fifteen and that the aggregate value of the work contracts is likely to be between €7,000,000 and €10,000,000. The proposed number of framework contractors will be a minimum of 10 and a maximum 15, however Tipperary County Council reserves the right to include more contractors where it deems it appropriate, provided sufficient Tenderer's qualify for admission to the framework. Tenderers who satisfy the selection criteria in the Suitability Assessment Questionnaire will be eligible for admission to the framework. The award of places on the framework to qualified Tenderers will be based on price only. A total price will be calculated for each qualified tenderer using the notional quantities in the schedule and the tender prices will be ranked on the basis of the calculated price . Work contracts will be awarded from 5 Work Lots, one lot in each of Tipperary County Council's 5 Municipal/Borough Districts. When tendered rates are applied to work lot quantities, the first ranked framework contractor in any or all Lots may be awarded a contract. Further contracts if required will be awarded on a cascading system basis. Notwithstanding the establishment of this Framework Agreement, the Contracting Authority may procure the work in other ways and does not guarantee that any work will be procured under this Framework Agreement. The Framework contract shall be in place from February 2021 for an initial 12 month period.
